Full Job Description
Position Summary: Under the direction of the Deputy Executive Director for the Office of Field and Information Services (OFIS), Division of Human Resources (DHR), and with broad scope for the exercise of independent initiative and judgment, the Director, Human Resources Operations serves as a senior strategic and operational authority within the Division of Human Resources. This role provides high-level guidance, analysis, and support across multiple HR functions that directly impact schools, districts, and central leadership.

The Director ensures consistent and compliant implementation of HR policies, supports contract interpretation and grievance processes, and strengthens coordination among HR Directors, Superintendents, the Division of School Leadership (DSL), and the Chancellor's Office.

As a central architect of HR operations, the Director oversees mission-critical seasonal initiatives including the full HR execution of Summer Rising staffing and leads the most complex casework and investigatory coordination across Legal, OSI, and SCI. The role drives operational excellence across core enterprise systems such as NYCAPS, GALAXY, EIS, and the Summer Rising Tool, ensuring accuracy, integrity, and alignment with payroll processes.

The position develops city wide and high-level project management tools, briefings, and presentations; builds systemwide capacity through targeted training and communication; and serves as a trusted partner in resolving high-impact issues requiring nuanced judgment, data-informed decision-making, and cross-functional collaboration.

To strengthen coherence between central HR operations and field implementation, this role leads the Special Project Coordinator and Field Services Liaison, ensuring unified operational standards, consistent guidance, and elevated problem-solving across all liaison functions. This structure reinforces accountability, enhances field-facing HR support, and positions the Director as a key authority driving high-quality HR practice across the organization.

With a strong foundation in labor contracts, HR compliance, and operational execution, the Senior HR Operations Lead advances HR integrity, clarity, and service across the New York City Public Schools (NYCPS) system ensuring that HR Directors, district teams, and school communities receive timely, accurate, and proactive support. Performs related work.

Reports to: Deputy Executive Director, OFIS

Direct Reports: Special Project Coordinator & Field Services Liaison

Key Relationships: Relationships will be fostered with Human Resources supervisors and staff, individual business unit staff and directors, Human Resources and Payroll Directors within the New York City Public Schools (NYCPS),staff and directors within Office of Legal Services and Labor Relations, Division of Internal Technology, Tweed, other Central Teams, DSL/Field Based HR Directors, Communications Team, DFO, HR Connect, Division of Instructional and Information Technology (DIIT), as well as any other directors and personnel associated with Human Resources functions.

Responsibilities

Summer Rising & Summer School HR Leadership

  • Coordinates all HR operations for Summer Rising and Summer School staffing.
  • Ensures compliance with UFT contract retention rights and assignment rules.
  • Provides analysis, insights, and strategic recommendations to DSL and the Chancellor's Office.


HR Director & Field Support

  • Serves as a direct resource and advisor to HR Directors on HR policy, contract questions, and case management.
  • Responds to on-demand requests for data, program updates, briefings, and leadership materials.
  • Strengthens district-level partnerships on various programs, and maintains a consistent, service-oriented presence across boroughs.


Labor Relations & Grievance Management

  • Attends Step 1 and Step 2 grievance hearings; supports case preparation and documentation.
  • Interprets UFT contract provisions and ensure consistent application of policies, procedures, and retention rights.
  • Works collaboratively with Labor, Legal, and field teams to reduce disputes and elevate best practices.


Systems, Data & Operational Excellence

  • Liaises directly with DIIT to troubleshoot system issues and ensure timely resolutions.
  • Provides expanded OFIS support, including service corrections, MLR processing, payroll discrepancies, benefit matters, and data integrity reviews.
  • Creates clear, accurate Excel analyses, reports, and presentations for senior leadership.


Legal, Investigatory & Compliance Coordination

  • Partners with Legal, Office of Special Investigation (OSI), and Office of the Special Commissioner of Investigation (SCI) on matters involving staff investigations, compliance requirements, and follow-up actions.
  • Tracks timelines and documentation to ensure alignment with Chancellor's Regulations and HR protocols.
  • Designs and delivers training for HR Directors and field teams on legal expectations and investigative workflows.


Training, Communication & Capacity Building

  • Develops and facilitates training on HR systems, compliance, investigations, contract interpretation, and best practices.
  • Drafts high quality written guidance, toolkits, and communications for HR Directors, district teams, and school based HR partners.
  • Models of collaborative leadership are grounded in integrity, clarity, and proactive problem-solving.


Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.


  • Preferred

    • A strong knowledge of the UFT contract, Chancellor's Regulations, and NYCPS HR policies.
    • Advanced Excel skills (pivot tables, data analysis, formulas).
    • Strong PowerPoint, writing, and presentation skills.
    • Experience with NYCAPS, Galaxy, Payroll Portal, and other HRIS systems preferred.


    Salary : $110,969 - $122,066

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
