Overview

Reporting to the Vice President, Product and Operations, the Director, Health Plan Product Management develops product portfolios for all IEHP lines of business: Covered California, Medicare Advantage, Dual-eligible Special Needs Plans (D-SNP), and Group products. This role manages the product development lifecycle, drives projects to conduct market analyses, works collaboratively to articulate strategy recommendations, and monitors key product metrics.  In addition, this individual supports product implementation and other strategic initiatives to meet IEHP’s strategic membership growth objectives. This position works closely with Division and Department Leaders in the design of products, relying on industry research, historical Product performance, feedback from key IEHP stakeholders, and market trends.  The Director, Health Plan Product Management ensures products are aligned with IEHP’s Mission, Core Values, and Strategic Priorities and are in adherence with Federal and State regulations, contractual and licensing requirements, health plan accreditation, and the Plan’s functional departments business requirements.

Key Responsibilities
  • Apply in-depth knowledge of product benefit/coverage and regulatory requirements for Covered CA, Medicare Advantage, D-SNP, and Group products
  • Lead the organization through the ideation, planning, and implementation phases of new or enhanced benefits, products, programs, or pilots
  • Provide research and analysis to IEHP’s Executives and leaders in making decisions regarding the strategic direction of Covered CA, Medicare Advantage, D-SNP, and Group products
  • Develop, design, and manage product life cycle activities and specific strategic initiatives
  • Develop product roadmap, defining scope and prioritization for execution. Collaborate with key stakeholders in a matrixed environment and work cross functionally on execution
  • Identify potential execution risks, manage project changes, and scope as necessary to meet business objectives. Recommend appropriate mitigation and contingency plans.  Drive changes to ensure product integrity, service excellence, and efficiency
  • Leads the annual product launch by providing comprehensive product expertise to internal and external stakeholders. Responsibilities include partnering with sales, marketing, growth, and retention teams; coordinating with delegated vendors and frontline staff; delivering benefit training; explaining benefit design; and overseeing the development and distribution of member materials. This role also directs the creation of sales and marketing collateral, program talking points, product education, and configuration and benefit display requirements
  • Develop training materials and conduct annual and ongoing product training as required
  • Work with appropriate divisions and departments for all product modifications and updates, as Covered California and DSNP product benefits and plan designs may change each year due to regulatory requirements and/or business driven changes
  • Cultivate and maintain positive working relationships at all levels of the organization to ensure positive collaboration to identify, assess, and prioritize upstream and downstream impacts of the Covered CA, Medicare Advantage, D-SNP, and Group product initiatives throughout the organization
  • Build and oversee product manager team, provide training and skills development to support the product strategy and growth strategies
  • Hire, train, and manage support staff, while monitoring and evaluating outcomes. Conduct performance reviews of each team Member within IEHP guidelines
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful
  • Qualifications

    Education & Requirement

     

    Required:

    • A minimum of eight (8) years of experience leading health benefit plan development / implementation
    • Experience with health plan operations
    • Experience working within a matrix structure to deliver results
    • Product management, strategic planning, and project management experience with demonstrated success of launching products via product lifecycle (concept ideation through launch) while leading cross functional collaborative teams
    • Bachelor’s degree from an accredited institution
      • In lieu of the required degree, a minimum of four (4) years of additional relevant work experience is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above

    Preferred:

    • Master’s degree from an accredited institution

     

    Key Qualifications

    • Valid California Driver’s License preferred
    • Advanced knowledge of:
      • Medicare Advantage, D-SNP, and other government programs, health plans development, management, and implementation principles and practices.
      • Health plan operations and regulatory and compliance requirements for Medicare Advantage & D-SNP, with a strong working knowledge of Covered California and commercial products.
      • All IEHP’s current products
      • Competitive landscape to develop market strategies
      • Product development life cycle (PDLC) discipline
      • Excellent interpersonal and motivational skill
      • Excellent organizational skills and attention to detail
      • Excellent communication skills, both verbal and written
      • Skilled at Microsoft Office programs including, but not limited to, Word, Excel, PowerPoint, Outlook, Access, and Project
    • Proven ability to:

    Work Model Location

    This position is on a hybrid work schedule. (Monday & Friday - remote, Tuesday – Thursday onsite in Rancho Cucamonga, CA.)

    Pay RangeUSD $169,312.00 - USD $232,793.60 /Yr.
