Full Job Description
Position Overview

Verra Mobility is looking to hire a Director, Government Contracts to join the Legal Department in Mesa, Arizona. The Director, Government Contracts will oversee a team of Contracts Managers or Contracts Representatives managing the portfolio of global government contracts of Verra Mobility's business units. The Director, Government Contracts will work with the Legal Department and cross-functional teams across various business segments, review and advise on requests for proposal, bids, contract offers, orders, awards, letters of contract, representations and certifications, contracts, wind-down agreements, and other contract related documents, ensure compliance with applicable laws and regulations, and assist in or develop recommendations for management. In this role the successful individual will have a keen sense of urgency, while maintaining a mindset that work must be performed accurately.

Essential Responsibilities
  • Lead, develop, and manage contract managers and other personnel supporting government contracting activities, fostering a culture of compliance, accountability, and continuous improvement.
  • Oversee the full lifecycle of government contracts, including proposal review (RFP and sole source), negotiation, award, administration, modification, performance monitoring, and close-out, ensuring strict compliance with all applicable federal, state, and local statutes, regulations, and agency requirements.
  • Serve as the company's subject matter expert on government contracting compliance and applicable regulatory frameworks, ensuring business practices align with evolving regulatory requirements.
  • Analyze contract terms and conditions to identify legal, financial, operational, and compliance risks; develop mitigation strategies and provide clear, actionable guidance to business stakeholders.
  • Negotiate contractual terms directly with the customer, serve as the Contracting Officer, where required, and coordinate customer consents and notices.
  • Draft and negotiate prime contract flow-downs.
  • Prepare and review customer certifications and vendor integrity questionnaires.
  • Conduct company-wide due diligence in support of customer certifications and representations or vendor questionnaires.
  • Review invoices to ensure they align to customer contracts.
  • Leverage and optimize contract lifecycle management (CLM) systems and other automated tools to track obligations, approvals, milestones, reporting requirements, and compliance metrics.
  • Identify and implement opportunities for automation and improvements in contract request, preparation, approval, and management procedures.
  • Communicate and collaborate with business stakeholders to ensure effective, timely administration, and support compliance initiatives.
  • Develop and maintain effective working relationships with customers.
  • Develop solutions to complex problems that require a high degree of ingenuity, creativity, and innovation.
  • Travel less than 10%


Qualifications

  • 10+ years' experience leading government contracting function
  • Customer or supplier facing negotiation experience
  • Ability to work effectively in a dynamic, fast paced, growing company and to anticipate issues and propose creative, business appropriate solutions
  • Ability to work across functions and business lines and to develop a strong understanding of business objectives and risks, and to synthesize information provided by diverse stakeholders
  • Proven capability to design and implement processes that create efficiencies, transparency, and drive business results
  • Ability to effectively identify issues, research and analyze complex matters, assess potential risk and/or exposure and propose alternative courses of action
  • Highly effective written and verbal communication skills
  • Ability to keep specialty field of knowledge current and learn and gain experience in new areas of specialization as our needs evolve over time
  • Strong organizational and record keeping skills, and ability to follow through on multiple tasks or projects simultaneously
  • Proficient in MS 365, as well as project management and contract management platforms
  • Experience with technical writing; standard operating procedures, policy documents preferred
