Summary

This position is located on a Forest Service unit and serves as Director. The incumbent provides leadership and guidance to the unit with the responsibility for planning, development, and evaluation of unit policies, initiatives, and high-profile efforts within the Agency.

Duties

Help

  • Serve as the principal advisor to leadership and external agencies on complex policy, operational, and administrative matters of national significance, providing authoritative guidance that shapes agency direction and program outcomes.
  • Lead the development and implementation of new programs, activities, and organizational strategies to address emerging, high-priority issues; design innovative solutions that improve the effectiveness, efficiency, and long-term strategic positioning of the unit.
  • Oversee processes that define and evaluate short- and long-term strategic objectives, ensuring alignment with Department-level goals; conduct continuous analysis and performance assessment to inform mission-critical decisions.
  • Direct the formulation and presentation of annual and long-range program budget plans; provide expert guidance to field units and senior leadership on resource needs, funding strategies, human capital requirements, and program execution.
  • Represent the organization in high-level meetings, conferences, and collaborative forums involving federal agencies, international organizations, private industry, and Non Govermental Organizations (NGOs); build and sustain strategic partnerships to advance agency priorities and strengthen program delivery.

Specialized Experience Requirement: One year of specialized experience equivalent to GS-14. Specialized experience is defined as three or more of the following:

1. Providing authoritative policy, operational, and administrative advice to senior leadership or external agencies on complex, high-impact program issues, including interpreting and applying laws, regulations, and agency policies to shape organizational direction.

2. Leading the development of new programs, initiatives, or organizational strategies to address emerging, complex issues; including creating plans, proposals, or solutions that improve the effectiveness or responsiveness of a major program area.

3. Designing, implementing, or overseeing processes for establishing, assessing, and evaluating short- and long-term strategic objectives; including conducting analysis, performance evaluations, and diagnostic reviews to support agency-wide strategic goals.

4. Developing and managing annual and multi-year program budget plans; advising leadership on funding needs, human capital requirements, and resource allocation to ensure effective program delivery and alignment with agency priorities.

5. Representing an organization in high-level meetings or partnership engagements with federal agencies, non-governmental organizations, private industry, academic institutions, or international partners to support strategic management, collaboration, and program advancement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.
