Summary

This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

Help

The DAS for Finance and Budget is responsible for the integrity of all Housing-FHA accounting records, the preparation of timely and accurate financial and management reports on all FHA activities.

As the Director, Financial Operations Center, you will:

  • Serve as a principal financial advisor to the Office Director, the Deputy Office Director, the Housing-FHA Comptroller, and other Housing Headquarters and Field Office managers on matters pertaining to financial management and fiscal servicing functions.
  • Oversee the establishment and implementation of new or revised policies and procedures and associated automated systems required to support and maintain data on the assigned loan insurance portfolios, including the endorsement of loans, collection of insurance premiums, processing of claims, and the recovery of assets.
  • Develop written directives, establish internal controls, train lenders and Housing staff in Headquarters and the field, and conduct follow up evaluations to ensure the effectiveness of operations and to avoid fraud, waste, and program abuses.
  • Direct the activities required to provide customer services to lenders to improve efficiency and productivity in endorsing loans, collecting premiums, processing record changes, and processing claims. This is accomplished by regularly disseminating information via formal or informal training and issuances of directives, processes, or procedures, including interpretations and advices on legislative/regulatory changes, administrative policies, and current and new procedures and policies as developed and required.
  • Provide direct customer service to homeowners to ensure the prompt, efficient processing of requests for information and assistance.

The official duty station for this position will be in Albany, New York. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

  • Managing FHA debts and receivables (i.e., account monitoring, billing and payments, delinquency resolution, and ensuring accuracy of financial records); AND
  • Processing and reviewing Home Equity Conversion Mortgage (HECM) claims (i.e., ensuring eligibility, accuracy, and regulatory compliance); AND
  • Oversight of FHA's Title I insurance portfolio (i.e., loan endorsement, insurance records maintenance, premium reconciliation, and claims resolution).


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
