Position Description

Directs, plans, coordinates and supervises the operation and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.

Major/Essential Functions

  • Thorough knowledge of the operations, administration, and programmatic requirements of a large, complex Physical Plant organization, including facilities operations, maintenance, repair, construction, renovation, and the effective stewardship of associated equipment, building systems, infrastructure, and resources.
  • Demonstrated knowledge and experience in engineering management, facilities operations, maintenance, and capital improvement programs, with the ability to apply quantitative and qualitative analysis to identify root causes, resolve complex operational challenges, and develop and implement effective process and performance improvements.
  • Strong leadership, organizational, decision-making, and problem-solving skills, with the ability to evaluate complex issues, establish priorities, make sound and timely decisions, and effectively manage competing operational demands.
  • Excellent written, verbal, interpersonal, and presentation skills, with the ability to communicate complex technical and operational information clearly and effectively to executive leadership, staff, contractors, consultants, regulatory agencies, and other stakeholders.
  • Ability to interpret, evaluate, and apply technical information contained in construction documents, architectural and engineering drawings, specifications, equipment documentation, project plans, and other technical materials related to new construction, renovations, equipment installations, and building systems.
  • Demonstrated ability to lead and collaborate effectively with diverse technical, professional, administrative, and skilled-trades personnel while fostering accountability, teamwork, customer service, and a culture of safety and continuous improvement.
  • Working knowledge of occupational safety programs, regulatory requirements, personal protective equipment, and safe work practices applicable to facilities operations, construction, maintenance, and repair activities.
  • Ability to move between multiple facility buildings and work sites to conduct inspections, assess operational conditions, oversee projects, evaluate work progress, and ensure the timely and satisfactory completion of work.
  • Although not frequent, the ability to travel between multiple campuses if needed for the purpose of attending meetings or providing other locations with additional support.
  • Ability to perform and oversee field-based activities, including inspections and assessments, and to work effectively in a variety of physical environments and moderately severe environmental conditions.
  • Proficiency with Microsoft Office Suite and other computer-based systems, including specialized facilities/maintenance management software, computerized maintenance management systems (CMMS), and standard maintenance tools, equipment, and diagnostic devices.
  • May require hands-on ability to perform in the various work-related tasks of those within the department.
  • Act as the first responding member of the team when situations arise that need immediate attention and guidance.


Required Qualifications

Bachelor's degree in a related area plus five years of progressively responsible management experience OR a combination of education and/or years of experience in management to equal a minimum of 9 years.

Preferred Qualifications

  • Bachelor's degree from an accredited institution in engineering, engineering technology, architecture, business administration, facilities management, or a closely related technical field. An advanced degree is highly desirable. Engineering degrees should be from an ABET-accredited program, and business degrees should be from an appropriately accredited program.
  • Minimum of seven years of progressively responsible experience in construction, facilities operations, physical plant management, engineering, or facility maintenance within an organization of similar scope and complexity.
  • Extensive experience providing leadership and oversight of facilities operations, maintenance, repair, construction, renovation, and capital improvement programs, with demonstrated responsibility for the effective and efficient allocation of personnel, financial, and physical resources.
  • Demonstrated experience in budget development, expenditure management, financial oversight, forecasting, and accountability for large-scale facilities and capital programs.
  • Significant experience managing technical, professional, and skilled-trades personnel, including workforce planning, performance management, resource allocation, and the development of high-performing teams.
  • Knowledge and experience with state procurement requirements, contracting processes, purchasing, inventory control, materials management, and vendor/contractor oversight.
  • Demonstrated ability to establish operational priorities, develop strategic plans, implement performance standards, and continuously improve the delivery, reliability, and cost-effectiveness of Physical Plant services.
  • Experience working within highly regulated or complex institutional environments, with the ability to balance operational requirements, regulatory compliance, financial constraints, customer needs, and long-term infrastructure objectives.
  • Experience leading facilities operations within a healthcare environment, health-related institution and/or institution of higher learning is highly desirable.
