The Director, Design, Innovation and Delivery Standards is a senior leadership role responsible for advancing design excellence, construction innovation, sustainability performance, accessibility, procurement discipline, and social value outcomes across TCHC's development portfolio.

This role operates as a portfolio-level technical and strategic leader, working in close partnership with Senior Development Managers, Senior Construction Managers, and project delivery teams responsible for leading individual developments. The Director provides enterprise-wide oversight, governance, technical leadership, and implementation support across multiple concurrent projects to promote consistency, quality, accountability, and alignment with TCHC standards and corporate priorities.

The Director establishes and maintains frameworks, technical standards, review processes, and delivery protocols that guide project teams through all phases of development and construction, while supporting and mentoring Senior Construction Managers and project teams in resolving complex design, procurement, constructability, sustainability, accessibility, and project delivery challenges.

The Director plays a dual role:
• Design and innovation leader by establishing and upholding TCHC's standards for architecture, sustainability, accessibility, constructability, operational performance, and resident-focused design
• Procurement and delivery advisor by shaping consultant procurement strategies, supporting tendering and bid evaluation processes, guiding contract award recommendations, and promoting disciplined project delivery practices aligned with public-sector governance requirements

The Director also plays a critical role in advancing TCHC's Social Procurement Policy and broader city-building objectives by ensuring that development and construction activities generate inclusive economic opportunities for tenants and communities through structured procurement approaches, workforce development initiatives, and measurable community benefits.

This role ensures that TCHC's projects are delivered consistently to a high standard across the portfolio, balancing design quality, cost discipline, constructability, sustainability, accessibility, operational functionality, and long-term asset performance.

What you'll do

Design Leadership, Architectural Oversight & Quality Control

• Establish and maintain portfolio-wide architectural, technical, and design standards across TCHC projects
• Provide strategic design direction and technical review at key project milestones including concept design, schematic design, design development, construction documentation, and major value engineering exercises
• Advise project teams and consultants to ensure alignment with TCHC priorities related to durability, livability, resident experience, safety, maintainability, and operational functionality
• Identify design risks, coordination gaps, and constructability issues early and guide resolution through project teams and consultants
• Promote consistency in design quality and technical standards across multiple concurrent developments
• Support governance reviews and recommendations related to design quality, scope changes, and technical approvals
• Collaborate with Operations, Facilities Management, and other internal stakeholders to ensure projects reflect operational requirements and long-term asset management considerations

Sustainability, Innovation & Building Performance

• Define and advance TCHC's sustainability, resilience, and innovation strategy across the development portfolio
• Establish standards and implementation approaches related to energy performance, electrification, greenhouse gas reduction, climate resilience, and long-term building performance
• Evaluate and guide adoption of innovative construction approaches including modular construction, prefabrication, mass timber, robotics, and other emerging building technologies where appropriate
• Support project teams in implementing sustainable and innovative solutions that are practical, cost-effective, operationally viable, and aligned with funding requirements
• Align project strategies with funding requirements including CMHC, BCH, City programs, and other public-sector funding initiatives

Accessibility, Inclusion & Resident-Centred Design

• Establish and maintain accessibility and inclusive design standards across all projects
• Ensure alignment with AODA, Ontario Building Code, CMHC guidelines, and TCHC policies
• Provide guidance on accessible unit design, circulation, common spaces, and aging-in-place strategies
• Collaborate with Operations and tenant engagement teams to ensure design solutions reflect resident needs
• Identify accessibility risks early and guide mitigation through project teams

Consultant Procurement, Scopes & Technical RFP Leadership

• Lead development of procurement strategies for architectural, engineering, and technical consultants
• Establish scopes of work, evaluation criteria, and technical requirements for consultant RFPs
• Ensure procurement processes are fair, transparent, and aligned with public-sector requirements
• Embed social procurement objectives into consultant procurement processes
• Participate in consultant selection, negotiation, and award recommendations
• Provide oversight of consultant performance and accountability across projects

Tendering, Bid Evaluation & Award Oversight

• Provide technical oversight and advisory support during construction procurement and tendering phases
• Review tender packages for completeness, coordination, and constructability
• Support development of procurement strategies including phased tendering and value engineering
• Participate in bid evaluation, including review of compliance, pricing, and technical submissions
• Evaluate proponents' social procurement commitments as part of award considerations
• Support recommendations for tender award in collaboration with project teams, Supply Chain, and Legal
• Promote best-value decision-making aligned with risk management and project outcomes

Social Procurement & Community Benefits Integration

• Lead implementation of TCHC's Social Procurement Policy across development projects
• Embed community benefit requirements into procurement strategies, consultant mandates, and construction contracts
• Define targets for local hiring, apprenticeships, and participation of equity-seeking groups
• Collaborate with City divisions, community organizations, and internal teams to align on delivery strategies
• Establish monitoring and reporting frameworks to track outcomes and compliance
• Promote partnerships with social enterprises and community-based organizations
• Cross-Functional Project Delivery Support & Governance
• Act as a senior technical advisor across Development and Construction teams
• Support design reviews, procurement decisions, and project milestone governance
• Collaborate with Operations and Facilities Management to ensure alignment with operational needs
• Assist in resolving complex issues related to design, procurement, and delivery
• Report on design, procurement, and social procurement performance to ELT, BIFAC, and Board

Team Leadership & Capacity Building

• Lead, mentor, and develop a team of design, sustainability, and technical professionals
• Build internal capability in design standards, procurement, accessibility, and innovation
• Foster a collaborative, disciplined, and solutions-oriented team culture
• Support recruitment, succession planning, and professional development

What you'll need

• University Degree in Architecture, Engineering, Planning, Construction Management, or related field
• Minimum 10 years of experience in architecture, design management, construction, or development management
• Strong experience in consultant procurement, tendering, and construction delivery
• Experience with public procurement processes and governance frameworks
• Deep understanding of building design, systems, and constructability
• Experience implementing social procurement or community benefits strategies
• Proven ability to lead multidisciplinary teams and influence across functions
• Strong stakeholder management, negotiation, and decision-making skills
