Raytheon's Land & Air Defense Systems (LADS) Strategic Business Unit has an exciting opportunity for a Director, Contracts to lead the Middle East & North Africa - Asia Pacific (MAP) Program Area contracting team within the Global PATRIOT4 Program Area. We are looking for a passionate Contracts professional to accept a high degree of responsibility within a fast-paced, dynamic environment consisting of complex programs.

The candidate will lead the MAP Program Area reporting into the Global PATRIOT4 Program Area Contracts team within LADS. As the Contracts lead of the MAP Program Area, the candidate will provide continuous oversight and leadership over a team of nine (9) Contracts professionals responsible for a mix of U.S. Department of War (DoW) and international Direct Commercial Sale (DCS) contracts. The candidate will have the business acumen, subject matter expertise, and program knowledge to understand program performance, provide guidance and influence outcomes to achieve program and financial objectives. The candidate is responsible for regular communication with key leaders both internally and externally. The candidate will lead the robust change management process and be able to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays in this development program. The candidate is expected to develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation. The candidate will review Request for Proposals (RFPs), Contract Change Proposals, and Request for Equitable Adjustments (REAs) for requirements and risks, ensure proposed solutions meet customer requirements, addresses risks, while meeting company policies and standards.

The Director, Contracts will be required to work closely with Product Line Lead, Program Managers, Business/Estimating, and Office of General Counsel. The selected candidate will advise management of contractual rights/obligations and the means to mitigate contractual/program risks.

The ideal candidate should:
  • Have a knowledge of financial aspects of contracts and other business arrangements; ability to contribute to negotiation strategy and possess strong negations skills
  • Be an effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills
  • Have a demonstrated ability to work within a team environment and develop effective relationships based on respect and trust
  • Be capable of multi-tasking and handling several assignments
  • Possess excellent time management and organizational skills
  • Be focused on responsiveness with strong time management and organizational skill
  • Be able to recognize business and contractual issues in program performance and provide solutions to the program
  • Have knowledge of the ITAR Foreign Military Sales (FMS) exemption and ITAR Part 130 reporting process
  • Have experience researching compliance issues, applicable regulations and laws, and formulate recommendations to management
  • Be able to establish a close working relationship with the Product Line Lead, Program Office, and supporting Functional Leads, as well as the Customer.
  • Be the primary contract lead for MAP Program Area in all contract pursuits, proposals, REAs, and negotiations
  • Have strong interpersonal relationship skills and ability to collaborate cross-functionally to achieve Program objectives

  • Seek innovative contracting techniques to ensure mutually benefitting outcomes for both Prime and Raytheon, as well as the international partners (end users)


Qualifications You Must Have
  • Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years' experience
  • Experience in contract administration, and/or program management, including proposal preparation and contract negotiations
  • Experienced in management of U.S. Government contracts and/or subcontracts under the FAR and DFARS
  • Experienced in management of International Direct Commercial Sale contracts and/or subcontracts
  • Leadership experience within a geographically dispersed team

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
