Summary

The Director of Contracting Services is responsible for supporting procurements related to the MTA's Capital Program, supporting the award of $1B in consulting contracts each year. The Director of Contracting Services has some decision-making authority over staffing and budget for their area of responsibility, subject to approval regarding the most significant business and policy issues by Senior Management within MTA Construction & Development's Company's Contracts Department. The Director makes recommendations for policy and procedural changes with final approval from departmental management and supports the implementation of such changes. This position provides input into the overall strategy and approach in consultation with departmental management. It helps senior officers within the department by evaluating core procurement tasks and activities for a designated business unit within the department.

Responsibilities

Provide status updates on the relevant tasks and activities to senior management as required.

Understands and resolves complexities related to the procurement of staffing contracts, consultant contracts, and outreach on procurement matters.

Prepares board packages, presentations, and contract reporting.

Tracks procurements and awards against approved timelines to support the needs and time requirements of the MTA Capital Program.

Remains current with trends necessary to deliver cogent, enforceable contracts designed to achieve and provide desired project benefits.

Review and assist with managing the vendor review process, including background checks.

Manages utilization of MWBE vendors in all contracts to increase diversity and comply with MTA policies and guidelines, including coordination with DDCR.

Supports the vendor awards process to ensure compliance with all applicable laws, regulations, and policies.

Education and Experience

Bachelor's Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting, or a related field.

Masters or Juris Doctorate (JD) preferred.

Must have a minimum of ten (10) years of related experience.

Minimum of six (6) years of experience in management or supervisory role.

Competencies:

Substantial experience working in and with public sector procurement management principals, government project administration, and procurement processes.

Proven experience working on matters involving public works projects, construction projects, and/or real estate matters

Demonstrated ability and experience working with executive management, board members, elected officials, and other government, not-for-profit, or corporate stakeholders.

Substantial knowledge of contract terminology, terms and conditions, procurement, and construction management, including construction scheduling.

Familiarity and experience with relevant local, state, and federal laws, rules, and regulations.

Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.

Ability to comprehend, analyze, and interpret complex business documents.

Proficient in Microsoft Office Suite and document management software.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
