Job SummaryThe Director of CoC oversees the implementation, improvement, community engagement, and further partnerships as they pertain to these specific responsibilities of the CoC. This department coordinates and leads strategic community planning, resource collaboration, and program alignment for the Adult, Family, Youth, and Domestic Violence survivor Coordinated Entry Systems (CES). The department drives policy development and processes for the Los Angeles CoC and the LA CES. The Director provides system guidance, strategic oversight of system vision, and management of processes to align homeless funding priorities and initiatives with community needs and LAHSA's mission, vision, values by guiding planning and advising on strategies and leading refinement efforts.
The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities Essential Job Functions - Oversee centralized matching and CES systems.
- Translate System Vision and Priorities into Funding Plan, Key Performance Indicators, and system performance goals.
- Monitor & evaluate homeless rehousing system performance with geographic, population, and equity lens.
- Lead the Housing Central Command (HCC).
- Support program departments in codesign and active system management to monitor and drive movement into permanent housing.
- Lead and/or coordinate Continuum of Care responsibilities including federal funding requests and governance.
- Increase system capacity by piloting and connecting system efforts, including problem solving and mainstream services, as well as supporting workforce development.
- Oversee the management of U.S. Department of Housing and Urban Development (HUD) -required reporting, RFP practices, and the relationship between LAHSA and HUD representatives.
- Manage the governance knowledge and coordination of the CoC and CES Governance bodies.
Systems and Planning Knowledge:
- Oversee planning efforts to reduce, prevent, and end homelessness, working with local agencies and mainstream system partners to develop proven practices to end homelessness and develop an effective and efficient performance based homeless system of care.
- Oversee design and operation, as well as continuous quality improvement, of the LA County CES.
- Oversee the CoC Program, LA CoC governance bodies, and annual application to HUD.
- Lead the ongoing alignment of parallel or sub systems of care that work with people experiencing homelessness.
- Develop external tools to communicate the progress of LAHSA's work and the work of its partner agencies to LAHSA's Commission, its funders (from the city, county, state, and federal level) and to the public.
- Engage staff and service providers in vision alignment to develop concrete implementation plans and system goals.
Management:
- Direct, develop, and supervise department staff.
- Engage staff in strategic planning processes facilitating developments and concrete implementation plans for departmental goals.
- Hires and manages staff who have the appropriate system-level work experience.
- Inventory skills and resources within department and LAHSA and strategically deploy those resources to address departmental needs.
- Management and coordination with the Data, Analytics, and Training department regarding system data analysis and development of appropriate.

Job Function Minimum Requirements:- Provides leadership to Associate Director level staff and below to manage an entire Department that reports directly to this position.
- Provides mentorship to Associate Directors or other emerging leaders in the department and greater organization.
- Ensures that all staff reporting to this position manage for quality assurance and assess ongoing improvements for effectiveness of internal and external processes.
- Must provide clear, concise, organized, and accurate information verbally, visually, and through documentation and data as necessary in public and private meeting spaces.
- Will represent workgroups and lead workgroups as designated by CEO or other leaders.
- Ensures that performance reviews are completed annually for the Department and reviews each performance review for their department prior to submission to their Deputy Chief or Chief for approval.
- Communicate effectively, to set the direction for the department.
- Report the status of projects that are within the scope of their department directly to their Deputy Chief on a weekly but no less than monthly.
- Ensures policy and procedures for the department are reviewed and updated on an annual basis.
- Maintains the budget and staffing plan for the department.
- Ensures the department follows LAHSA-agency wide policy and procedures.
- Coordinates directly with other directors and peers without direction from a Deputy Chief and manages conflict independently.
Knowledge, Skills & Abilities - Excellent management skills, including ability to lead, mentor and direct managers and staff to accomplish multiple department goals and effectively collaborate across departments.
- Experience with policy development and implementation processes.
- Experience in strategic planning.
- Understand how to translate a needs assessment into a Strategic Plan.
- Knowledge of systems, programs, and policy that impact homeless persons and homeless program funding sources, regulations, requirements, and procedures.
- Ability to think creatively, analytically, and strategically to solve complex problems, and communicate complex concepts.
- Ability to build successful relationships and establish collaborative efforts with LAHSA's partner agencies and other stakeholders, including local government departments and staff.
- Knowledge of CoC program requirements, the LA County CES, and best practices in homeless services and housing.
- Knowledge and experience in data collection methods and statistics, use and collection of data using the LA homeless management information system (HMIS) and large project management is required.
- Knowledge of the Los Angeles political structure and relationships.
- Strong knowledge of the social services field and/or successful management and implementation of programs in the non-profit, government, or private sector, including the ability to work with governing boards, diverse community groups and elected officials.
- Proficient in office software such as Microsoft Office Suite (Word, Excel, and Outlook).
- Strong team-building skills are essential, as are the ability to manage multiple projects.

Training & Experience - Bachelor's degree from an accredited colleges or university required, and advanced degree from an accredited Colleges or University is highly desirable
- Minimum five (5) years' experience in similar leadership positions and a demonstrated record of accomplishments in those positions.
- Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
