Job Summary

The Director of Construction Management and Oversight provide strategic leadership for the planning, coordination, execution, and field oversight of transmission line and substation construction projects for an investor-owned electric utility. This role is responsible for establishing construction management direction, ensuring effective integration between construction coordinators and project teams, and promoting safe, reliable, high-quality construction practices across the capital project portfolio.

Essential Functions
  • Set the strategic direction, priorities, and performance expectations for construction coordinators supporting transmission and substation projects.
  • Provide leadership and oversight for construction management activities from pre-construction planning through project closeout, energization, and turnover.
  • Ensure construction coordinators are effectively engaged with project managers, engineering, project controls, supply chain, environmental, land/ROW, operations, and other project stakeholders.
  • Drive early constructability review and field execution input to improve project planning, reduce execution risk, support accurate estimates and schedules, and improve construction readiness.
  • Support field employees, construction coordinators, inspectors, and contractors during construction by facilitating issue resolution, decision-making, and escalation of field constraints.
  • Ensure construction work is performed in accordance with company safety requirements, construction standards, engineering drawings, specifications, environmental commitments, regulatory requirements, and applicable industry practices.
  • Promote a strong safety culture by reinforcing safe work practices, field accountability, contractor expectations, and proactive identification and mitigation of hazards.
  • Monitor field execution performance, contractor productivity, quality of work, schedule adherence, and compliance with approved construction practices.
  • Partner with project teams and contractors to resolve constructability issues, outage constraints, access limitations, material readiness concerns, scope changes, and other execution risks.
  • Establish consistent construction oversight processes, field reporting expectations, lessons learned practices, and performance metrics across the portfolio.
  • Support development and continuous improvement of construction standards, inspection practices, contractor oversight requirements, and field execution procedures.
  • Provide executive-level visibility into construction risks, safety performance, field issues, contractor performance, and project execution trends.
  • Develop talent, provide coaching, and build organizational capability within the construction management and oversight function.
  • Serve as a senior construction leader who balances safety, reliability, cost, schedule, quality, and stakeholder commitments.
  • Build strong working relationships with internal project teams, field operations, contractors, engineering partners, and executive stakeholders.
  • Lead through influence in a matrixed project environment and ensure construction perspectives are incorporated into project planning and execution decisions.
  • Communicate clearly and proactively on construction risks, mitigation plans, performance trends, and decisions requiring leadership alignment.
  • Foster a culture of accountability, collaboration, continuous improvement, and disciplined field execution.


Education Description
  • Bachelor's degree in Construction Management, Engineering, Business, or a related field; equivalent utility construction experience may be considered. Journeyman card will be recognized in lieu of 4-year degree.


Experience
  • Extensive experience leading construction, field execution, or project delivery activities for electric utility, transmission, substation, heavy civil, industrial, or infrastructure projects.
  • Strong understanding of transmission line and substation construction methods, contractor management, field safety practices, constructability review, quality oversight, outage coordination, and project execution risk management.
  • Demonstrated ability to lead teams, influence cross-functional stakeholders, and make sound decisions in complex field execution environments.
  • Experience supporting construction planning, schedule development, cost control, change management, contractor oversight, and project closeout.
  • Knowledge of applicable safety requirements, utility construction standards, environmental and regulatory requirements, and industry best practices.
  • Strong communication, problem-solving, leadership, and executive presentation skills.
  • Preferred certifications may include OSHA 30, Project Management Professional, Certified Construction Manager, Professional Engineer, or other relevant construction, safety, or project management credentials.
