Job Description

The Director of Compliance Intelligence & Programs / Privacy Officer serves as a strategic leader within the Compliance & Ethics Program and partners closely with the Chief Compliance Officer to continuously mature, modernize, and scale the USACS compliance and privacy program. This role is responsible for operational oversight of core compliance program functions while driving innovation through data analytics, technology enablement, process optimization, and emerging governance strategies, including responsible AI and digital risk oversight.

This position plays a critical role in continuously advancing the compliance program through cross-functional collaboration, technology enablement, and risk-based decision-making to support regulatory compliance and operational excellence.

In addition to overseeing compliance program operations, this role serves as the USACS Privacy Officer, responsible for the HIPAA Privacy Program.

ESSENTIAL JOB FUNCTIONS:
  • Leads operational oversight and continuous advancement of the USACS Compliance & Ethics and Privacy Program, including the seven core elements of an effective compliance program.
  • Promotes consistent application of USACS's Code of Conduct, compliance policies, and privacy standards while fostering a culture of integrity, accountability, and ethical decision-making across the organization.
  • Establishes trusted relationships across the organization and serves as a strategic advisor to leadership on compliance, privacy, governance, and emerging operational risks.
  • Identifies existing and emerging compliance, privacy, operational, and technology-enabled risks and partners cross-functionally to develop mitigation strategies, corrective actions, and governance solutions.
  • Supports ongoing advancement of the compliance program through process optimization, technology enablement, data-informed insights, and continuous improvement initiatives.
  • Develops meaningful compliance reporting, dashboards, and trend analysis to support risk-based prioritization, operational decision-making, and evolving regulatory and organizational priorities.
  • Acts as a consultative resource to USACS leaders on compliance and privacy matters and provides recommendations to enhance policies, procedures, and internal controls as needed.
  • Leads, develops, and mentors department personnel while fostering accountability, collaboration, operational excellence, and continuous professional growth.
  • Leads development and continuous enhancement of compliance and privacy education, communication, and engagement strategies.
  • Oversees compliance investigations, hotline operations, issue tracking, and corrective action monitoring to ensure timely resolution, appropriate escalation, and effective documentation of identified concerns.
  • Partners with Information Security, Information Technology, Legal, and operational stakeholders to support appropriate safeguards, technology governance alignment, and responsible use of digital tools and systems.
  • Cooperates with regulators (e.g., HHS, OCR, State Attorney General, etc.) and other parties, as appropriate, regarding any privacy or compliance inquiries or investigations.
  • Serves as the USACS Privacy Officer with responsibility for oversight and implementation of the HIPAA Privacy program, including privacy policies, regulatory compliance, breach response coordination, and privacy risk management activities.
  • Oversees privacy governance activities related to Business Associate Agreements, privacy impact considerations, and applicable federal and state privacy and breach notification requirements.
  • Partners collaboratively with operational, legal, human resources, information security, revenue cycle, and other stakeholders to address compliance and privacy matters and strengthen organizational controls.
  • Facilitates Compliance Committee activities, including preparing materials, escalating significant matters, and monitoring open compliance and privacy matters.
  • Participates in professional and ongoing industry education to remain current on healthcare compliance, privacy, governance, and emerging industry best practices.
  • Demonstrates sound judgment, professionalism, integrity, and a practical, solutions-oriented approach to compliance and operational partnership.


KNOWLEDGE, SKILLS AND ABILITIES:
  • Strong knowledge of health care compliance, privacy, and regulatory requirements applicable to physician practice and healthcare operations environments required.
  • Knowledge of hospital and physician practice compliance, professional fee billing and coding compliance, HIPAA privacy requirements, and related regulatory frameworks.
  • Ability to identify emerging risks, prioritize compliance activities using a risk-based approach, and develop practical, scalable governance and mitigation strategies.
  • Demonstrated ability to lead and continuously mature compliance and privacy programs within complex and evolving operational environments.
  • Strong strategic thinking, problem-solving, and organizational skills with the ability to balance regulatory expectations, operational realities, and organizational priorities.
  • Strong leadership and relationship-building skills with the ability to influence across all levels of the organization and foster cross-functional collaboration.
  • Ability to communicate complex regulatory, operational, and governance concepts clearly and effectively to diverse audiences, including senior leadership.
  • Familiarity with compliance technology platforms, workflow optimization, reporting tools, data analytics, and emerging technologies that support operational effectiveness and program maturity.
  • Strong judgment, professionalism, discretion, and ability to manage sensitive and confidential matters appropriately.
  • Ability to coordinate effectively with external counsel, consultants, regulators, and other external stakeholders, as needed.
  • Ability to effectively lead, mentor, and develop team members in a fast-paced and evolving environment.
  • Strong working knowledge of Microsoft Office products and ability to learn and administer various online databases.


EDUCATION AND EXPERIENCE:
  • Master's degree in business, Healthcare, or related field of study from an accredited university preferred.
  • 7 years healthcare provider (hospital/physician practice) compliance experience.
  • Certified in Healthcare Compliance (CHC) or Certified Compliance & Ethics Professional (CCEP), or eligible and willing to obtain one of these certifications within six (6) months of hire.
  • Certified in Healthcare Privacy Compliance (CHPC) or eligible/willing to obtain certification within 6 months of hire.


PHYSICAL DEMANDS:
  • While performing the duties of this job, the employee is regularly required to sit for prolonged periods and occasionally walk, stand, bend, stoop, and lift up to 15 pounds.
  • Required to have close visual acuity to perform the job.


Salary Range:
$119,493.00 - $221,062.00

Salary may be determined on several factors including but not limited to knowledge, skills, experience, education, geographical location and requirements stated in job description.
