THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,067.00 - $121,000.00

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE ADMINISTRATIVE STAFF ANALYST.

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.

The Office of the Chief Operating Officer (COO) provides high-level administrative and analytical operational support to the Division of Administration. The Office of the COO is responsible for supporting the development and implementation of short-term plans and long-term organizational strategies for the Division, factoring in all projects and plans approved by the Deputy Commissioner. The Office manages the $75M Other Than Personnel Services (OTPS) Budget for all Divisional contracts and finances for the Division to effectively manage contracts and deliver operational goods and services.

What we're looking for:

Reporting to the Chief Operating Officer (COO) within the Division of Administration, the Director of Operational Strategy & Analytics leads the division's centralized performance, analytics, and workforce intelligence functions.

This role supports the Office of the COO by providing division-wide visibility into operational performance, workforce metrics, and key initiatives. The Director will lead the Operational Strategy, Performance & Analytics Unit and is responsible for driving data-informed decision-making, coordinating audit activities, and ensuring accurate tracking of staffing, headcount, and performance metrics across all units.

The Director serves as a strategic partner to the COO , aligning operational priorities with measurable outcomes and supporting cross-functional initiatives across the division.

Key Responsibilities

-Lead development and oversight of division-wide performance metrics, dashboards, and reporting frameworks
-Translate strategic priorities from the COO into measurable KPIs and actionable insights
-Oversee workforce intelligence, including headcount visibility, staffing trends, and operational deployment insights
-Coordinate audit-related activities and ensure readiness across all division units
-Identify operational risks and performance gaps and recommend corrective actions
-Partner with Finance, HR, IT, and operational units to align data and reporting with divisional priorities
-Supervise and guide analytics and workforce coordination functions within the unit
-Will be required to complete other special projects as assigned.

ADMINISTRATIVE STAFF ANALYST ( - 1002D

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
