Primary Purpose:

Coordinate and oversee all district bond-funded construction and renovation projects from planning through completion. Ensure compliance with all applicable local, state, and federal requirements, including planning, zoning, permitting, and regulatory requirements.

Qualifications:

Education/Certification:

High school diploma or GED

Clear and valid Texas driver's license

Special Knowledge/Skills:

Knowledge of Bond project planning and construction principles

Knowledge of mechanical and electrical design and installation

Knowledge of health and safety regulations

Knowledge of building codes, zoning ordinances, and the inspection certification process

Ability to read blueprints and schematics

Ability to conduct on-site inspections of all bond-related projects

Strong organizational, communication, and interpersonal skills

Experience:

Minimum of five (5) years of experience in bond construction management, architecture, engineering, or a related field.

Major Responsibilities and Duties:

Facility Construction and Repair
  1. Supervise complex bond construction activities to build new or modify existing schools, classrooms, facilities, and/or other related buildings, including utilities, equipment installation, and exterior improvements.
  2. Serve as liaison to architects, engineers, and consultants to develop, review, and finalize bond project plans, drawings, schematics, and specifications.
  3. Coordinate and conduct bond project development and construction progress meetings.
  4. Work with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district bond construction projects.
  5. Develop and maintain bond construction project schedules.
  6. Conduct on-site inspection of bond construction projects to ensure conformance with construction documents, programs, and needs.
  7. Inspect existing facilities and make recommendations for improvements as needed, and establish and recommend bon priorities for repair and improvement projects.
  8. Expedite documentation and completion of punch list items and coordinate the transition of building operation from the general contractor to the district upon acceptance of a facility.
  9. Develop resolutions to complex technical problems where analysis of citations or data requires an in-depth evaluation of various factors.
  10. Participate in the prequalification or approval process for architects, engineers, and contractors.
  11. Consult and update faculty, administrative staff, and community to determine program-driven bond design needs.
  12. Identify, evaluate, and purchase land for the future development of district facilities by conducting thorough research, negotiating with landowners, coordinating with legal and regulatory authorities, and ensuring that all transactions comply with relevant laws and regulations.

Policy, Reports, and Law
  1. Complete periodic reports of bond construction project progress and make presentations to the Board of Trustees, Executive Cabinet, and Bond Oversight Committee.
  2. Compile, maintain, and file all reports, records, and other documents required, including coordinating the storage and handling of bond construction documents.
  3. Follow district safety protocols and emergency procedures.

Budget and Inventory
  1. Oversee and report on the cost of bond construction and repair projects, including labor, materials, and other related costs, and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
  2. Collaborate with business office staff, including the Executive Director of Finance, on bond program budgets and expenditures.
  3. Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.
  4. Review and authorize requests for payment from contractors and designers.
  5. Ensure bond programs are cost-effective and bond funds are managed wisely.

Safety
  1. Maintain safety standards in conformance with federal, state, and insurance regulations.

*Funding for this position is contingent upon available appropriations resulting from bond sales. Salary appropriations from present bond sales are anticipated to be available through May 2030. Future bond issues and sales are expected and may indefinitely extend the necessity to provide funds for this position.
