Contact Information: [email protected] Job Description Position Summary Performs highly advanced (seniorlevel) budget preparation and financial analysis work in support of the Texas.gov program. Work involves coordinating budgetary activities; developing, reviewing, and analyzing operating budgets; determining cost recovery fees; and providing technical advice and assistance on budgetary matters. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Performs managed fee reviews for the Texas.gov program using Power BI, including developing and maintaining the fee review models, dashboards, and supporting datasets.
- Reviews, approves, and encumbers Texas.gov demands, including R7 coordination.
- Performs monthly invoice validation activities, codes payments, and resolves invoice disputes.
- Maintains capitalization schedules and asset reconciliation in coordination with the Accounting section.
- Monitors, tracks, and reports Texas.gov budget status, and prepares program forecasts for the agency budget office.
- Performs monthly Texas.gov IT Financial Management (ITFM) and Centralized Accounting and Payroll/Personnel System (CAPPS) reconciliations and resolves discrepancies.
- Participates in Texas.gov program alignment activities with the Chief Operations Office and supports billing system replacement and biennial forecasting projects.
- Performs other workrelated duties as assigned.
Minimum Qualifications - Minimum of seven (7) years of experience in budget preparation and analysis.
- Minimum of five (5) years of experience in state government budget preparation and analysis.
- Minimum of five (5) years of experience in revenue and expense forecasting.
- Experience using Microsoft Power BI to analyze and report on large financial datasets.
- Experience in invoice validation, payment coding, and invoice dispute resolution.
Education- Graduation from an accredited fouryear college or university with major coursework in accounting, finance, business, public administration, or a related field.
- Additional workrelated experience may be substituted for education on a yearforyear basis (Highschool diploma required).
Preferred Qualifications - Experience supporting a statewide managed service, shared services, or cost recovery funded program.
- Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) Financials.
- Experience with the Uniform Statewide Accounting System (USAS) and the Automated Budget and Evaluation System of Texas (ABEST).
- Experience with IT Financial Management (ITFM) billing or chargeback systems.
- Experience developing or reviewing cost recovery fees.
- Experience with Business Objects and NetPlus.
- Certified Texas Contract Manager (CTCM) certification.
Knowledge/Skills/Abilities - Knowledge of accounting, budgetary, and management principles, practices, and procedures.
- Knowledge of forecasting methodologies.
- Knowledge of legal restrictions governing allocation of funds.
- Knowledge of automated accounting, budgeting, and forecasting programs, and of performance measurement and reporting.
- Knowledge of legislative appropriation request and annual operating budget processes.
- Skill in analyzing financial data and in the use of a computer and applicable software.
- Skill in developing and maintaining data models, queries, and reports in Power BI.
- Ability to analyze fiscal management information to determine appropriate use of funds and to establish cost recovery fees.
- Ability to perform statistical analyses.
- Ability to identify and develop budgetary reports and schedules.
- Ability to analyze management problems and develop and present solutions.
- Ability to reconcile financial data between systems and to resolve discrepancies.
- Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, coworkers, internal and external customers.

Additional Information Computer Skills- Advanced skills in Microsoft Power BI, including data modeling and report development.
- Advanced Microsoft Excel skills necessary to perform work assignments, including complex data analysis.
- Intermediate Microsoft Office skills, including Word and PowerPoint.
- Familiarity with Business Objects, CAPPS, and NetPlus.
- Familiarity with remote meeting applications (Microsoft Teams, Webex, etc.).
