JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
We have a near-term need for a Digital Workflow Prototyper & Citizen Developer to provide onsite support out of Norfolk, VA.
Responsibilities
The candidate will support Capability Development (CAPDEV) organizations through the hands-on, rapid development of digital workflow proofs of concept, prototypes, and operational pilots using approved low-code, no-code, configurable application, workflow, lightweight development, and comparable platforms and tools. Working directly with process owners, operational users, analysts, managers, and information stakeholders, the candidate will analyze existing processes, information flows, decision points, handoffs, data requirements, and operational pain points to identify opportunities for digital transformation. Document current and desired workflows, translate operational needs into minimum viable prototype and pilot requirements, and design, configure, develop, test, and improve digital solutions that reduce reliance on manual, spreadsheet-intensive, email-driven, form-based, and document-centric processes. Configure structured data capture, user roles, workflow states, business rules, validations, routing, approvals, notifications, status tracking, and role-based views to support operational testing of redesigned workflows. Responsibilities will include integrating prototypes and pilots with approved data sources and services through APIs, databases, web services, webhooks, structured file exchanges, and other authorized mechanisms, as well as developing lightweight scripts, application logic, components, and integrations when required. Leverage approved AI-assisted development capabilities to accelerate prototyping, development, testing, documentation, and iterative solution improvement while maintaining appropriate technical oversight. Conduct user testing and operational pilots, measure improvements in areas such as cycle time, manual effort, data completeness, workflow visibility, traceability, usability, and user adoption, and identify security, architecture, integration, licensing, hosting, scalability, data-management, and sustainment considerations early in the development process. Apply appropriate development and lifecycle practices, including version and configuration control, testing, documentation, and management of development artifacts, while ensuring prototypes use authoritative information sources whenever practical. Develop comprehensive transition packages and collaborate with enterprise developers, DevSecOps teams, platform owners, system integrators, data teams, and cybersecurity personnel to transition successful prototypes and pilots toward enduring implementation. Maintain visibility of active CAPDEV prototypes and pilots, assess their operational value, risks, dependencies, and technical debt, and present findings, user feedback, technical constraints, trade-offs, and scaling recommendations to CAPDEV leadership and other stakeholders.
Qualifications
Required:
- Bachelor’s degree in Computer Science, Information Systems, Software Engineering, Engineering, Human-Centered Design, Business Process Management, Business Information Technology, or a closely related field; or 5+ years of directly relevant professional experience in lieu of a degree; relevant experience must include at least two of the following: low-code/no-code or configurable-application development, workflow automation, software or web application development, business-process digitization, or rapid prototyping/minimum-viable-product development.
- Demonstrated recent experience personally developing digital applications, workflows, prototypes, or pilots from requirements identification through development, testing, user feedback, and operational use; must demonstrate at least 1 year within the last 2 of recurring hands-on development and at least one personally developed solution used by an identified user group within the last 18 months.
- 2+ years within the last 5, including hands-on development within the last 2 years, using non-Microsoft low-code, no-code, configurable-application, workflow, or comparable rapid-development platforms; candidates must demonstrate at least two personally developed solutions and experience with at least two distinct non-Microsoft development platforms, frameworks, or technologies.
- Demonstrated hands-on experience within the last 5 years rapidly translating operational or business-process requirements into testable digital proofs of concept, prototypes, minimum viable solutions, or pilots; must provide at least two examples, with at least one progressing from initial requirements discovery to a testable solution within 90 calendar days or less.
- 2+ years within the last 5 working directly with users, process owners, managers, or information stakeholders to analyze existing processes and design digitally enabled future workflows; must demonstrate at least two examples involving analysis and redesign of manual, spreadsheet-based, email-driven, document-centric, or otherwise fragmented processes.
- Demonstrated hands-on experience extending or integrating digital applications and workflows using APIs, relational databases/SQL, webhooks or web services, structured data exchange, programming or scripting languages, custom components, or comparable enterprise integration methods; at least one qualifying example must involve integration with an existing enterprise, authoritative, or system-of-record data source.
- Demonstrated hands-on experience conducting user testing or operational pilots for personally developed digital applications, workflows, or prototypes; candidates must provide at least two examples in which representative users tested a solution and the candidate personally incorporated feedback, defects, usability findings, or changing requirements into subsequent improvements.
- Demonstrated experience applying lifecycle, configuration, testing, security, and sustainment practices to rapidly developed digital solutions; experience must include structured testing or defect/issue management and practical application of source/version/configuration control, environment separation, controlled deployment, security/configuration management, documentation, monitoring, or sustainment practices.
- Demonstrated experience preparing at least one personally developed prototype, pilot, application, or workflow for continued development, production implementation, enterprise scaling, or sustainment by another developer, DevSecOps team, platform owner, system integrator, or operational support organization.
- Demonstrated experience evaluating and communicating the results of digital prototypes, pilots, applications, or workflows to managers, process owners, product owners, or other decision makers; candidates must provide at least two examples demonstrating communication of findings related to operational value, user feedback, technical feasibility, limitations, risks, implementation considerations, or recommended next steps.
- Active NATO or National Secret clearance.
- Valid NATO Nation passport with no travel restrictions to NATO nations.
- Able to work fully onsite based on client needs.
