The Air Force Civilian Service (AFCS) is looking for a Digital Systems Program Integrator PM Air Vehicle/Mission Systems (NH-1101-03) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at Arlington, VA.

Qualifications/Requirements:

The Digital Systems Program Integrator will provide daily program management support for the planning and execution of digital core lines of effort, to include the following: Digital Infrastructure, Software Development, Digital Engineering, and Cybersecurity initiatives. This role will be directly responsible for no less than 4 very complex acquisition strategies plus the execution as the lead PM for all ground infrastructure on the Development Foundation Contract (DFC), well over initiatives valued at $1B RDT&E, PROC, and OMN across the FYDP.

MAJOR DUTIES:

Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Plans the management and acquisition strategy for assigned projects/programs within cost, schedule, and performance baselines.

Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.

Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.

Provide technical guidance, advisory support, and assistance in system/subsystem engineering, manufacturing, quality assurance, data, configuration management, contracting, financial management, test/evaluation, and other technical integration functions as they relate to the development and implementation of systems acquisitions streamlining policy.

Serves on and leads Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.

Provide continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle planning.

Represents the organization at executive levels within the Government and to contractor/industry representatives.

Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials.

Required Qualifications:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management.

APDP PM Practitioner Certification (APDP PM Level II equivalent).

4 years APDP coded experience (minimum).

2 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system.

Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.

Desired Qualifications:

MS degree in Engineering, Engineering Management, or relevant technical discipline.

At least 2 years avionics engineering in a USAF or USN program office.

Avionics integration, mechanical/electrical engineering, software systems engineering.

Leadership experience at and IPT lead or Team Lead.

SPECIALIZED EXPERIENCE: The F-35 Joint Program Office is an ACAT I program and requires candidates to already be seasoned acquisition program managers before applying. You must meet the minimum of 4 years ADPD coded experience and have at least 2 years' experience in a DoD acquisition program office.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of the laws, principles, policies, and practices of systems acquisition and program management.

Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment.

Ability to integrate, analyze, and manage a variety of acquisition.

Additional Remarks

SECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.

TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.

Anticipated Start Date: Immediately

If already an NH-03 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.
