General Description
The purpose of this position is to provide project management support for private development projects. The position evaluates construction plans, hydraulic calculations, material shop drawings and permits; manages customer concerns; develops and evaluates agreements; and manages projects to ensure compliance with Toho Water Authority requirements. The position also supports capital projects and field operations, assists customer service, conducts site inspections, and manages multiple projects in a professional and customer-service-oriented manner.

Essential Functions

  • Reviews private development construction plans, hydraulic calculations, supplier shop drawings and permits for compliance with Toho Water Authority standards; develops project-specific requirements for inclusion in project legal documents.
  • Manages a heavy workload of private development projects with a professional customer-service orientation, requiring close coordination with developers, contractors and Toho Water Authority staff; documents projects using correspondence and memos; files plans and submittals; answers telephone calls and emails; and evaluates hydraulic models, easements and legal documents.
  • Schedules and administers pre-design and pre-construction meetings with engineers and contractors.
  • Calculates system development charges and other fees by evaluating plans, building permits and associated submittals; conducts research in electronic and paper systems and communicates permit status to departments and outside agencies.
  • Inspects construction sites at lift station start-ups and final inspections; verifies compliance with Toho Water Authority requirements; visits sites for system development charge or design criteria research; organizes meetings for new construction; and provides information to the public in a professional and customer-service-oriented manner.
  • Provides support to staff engineers on capital projects and field operations and assists customer service as needed.
  • Performs all other duties as assigned.

Additional Senior Development Project Manager Functions
  • Independently manages the most complex, high-profile, or sensitive private development projects from review through completion.
  • Provides technical and procedural guidance to Development Project Managers and other staff and serves as a resource for escalated project questions.
  • Coordinates resolution of complex issues involving developers, contractors, engineers, internal departments, outside agencies, agreements, easements, hydraulic requirements, and construction compliance.
  • Reviews complex project documentation and supports consistent application of Toho Water Authority development standards and processes.
  • Assists leadership with workload coordination, process improvements, training, and development of project management practices.

Minimum Qualifications
Any combination of education and experience demonstrating the candidate's ability to perform successfully in this position will be considered.

Development Project Manager I
  • Bachelor's degree in Engineering, Construction Management or a related field; or a minimum of 2 years of experience with a focus on utility and/or construction project management. Equivalent experience in an Inspector role will also be considered.
  • Must possess or maintain a valid State of Florida Class E Driver's License.

Senior Development Project Manager
  • Bachelor's degree in Engineering, Construction Management or a related field, or an equivalent combination of education and progressively responsible utility and/or construction project management experience.
  • Significant experience independently managing complex development, utility, or construction projects and coordinating with multiple internal and external stakeholders.
  • Demonstrated ability to resolve complex project issues and provide technical or procedural guidance to others.
  • Must possess or maintain a valid State of Florida Class E Driver's License.
