Duties Description The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing, regulatory and investigative powers. NYWC's mission is to investigate, deter, combat and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state, and local law enforcement partners in complex criminal investigations pertaining to labor racketeering and organized crime. It conducts disciplinary hearings before administrative law judges to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.

Under the direct supervision of sergeants, NYWC detectives conduct complex, long-term investigations of racketeering and organized crime in the Port of New York. Detectives also investigate possible violations of the Waterfront Commission Act (WCA), including prohibited association with organized crime figures and career criminals. NYWC seeks an experienced technology/electronic investigations detective to provide technical support to the agency's criminal, civil and administrative investigations.

Duties include but are not limited to:
• Work closely with agency personnel and other local, state, and federal law enforcement officers in criminal and administrative investigations.
• Apply advanced investigative techniques to gather evidence and intelligence in support of criminal and administrative investigations.
• Provide extensive technical and tactical expertise in the planning and execution of the electronic surveillance phase of major investigations, enforcement operations and warrant executions.
• Configure, install, operate, troubleshoot, and maintain all surveillance technology, communications systems, and office/field-based technical equipment.
• Provide technical assistance and training on forensic tools to sworn personnel, investigative intelligence analysts, and other law enforcement staff.
• Prepare detailed reports regarding technical findings for investigations.
• Present findings and testify in criminal and administrative hearings as a technical expert regarding evidence collection and analysis.
• Provide training and guidance to agency personnel in electronic surveillance measures to assure mission requirements are fulfilled.
• Coordinate with NYS ITS, third party vendors, and agency IT staff to assist and maintain investigative software, hardware, and agency IT infrastructure.
• Effect arrests, apply for and execute warrants, serve subpoenas and other legal process.
• Perform surveillance or undercover operations.
• All other duties as may be assigned by a Superior Officer.

Minimum Qualifications • A minimum of 8 years of law enforcement experience conducting long-term, complex criminal investigations with a local, state, bi-state or federal law enforcement agency. Experience in labor racketeering and organized crime, including theft, illegal gambling, loan sharking, extortion and drug trafficking preferred.
• A minimum of 8 years of prior experience in a Technical Assistance Response Unit, digital evidence unit, or similar specialized investigative unit.
• Certified New York Police Officer status approved by DCJS preferred.
• Experience planning and conducting covert technical operations, electronic surveillance and tracking deployments.
• Demonstrated proficiency in the configuration, installation, maintenance, troubleshooting and integration of the full range of electronic surveillance.
• Demonstrated proficiency in covert installations of GPS tracking devices, video surveillance equipment and systems.
• Experience preparing, obtaining, and executing subpoenas and search warrants for digital records including cell site, tower dumps, and IP data.
• Knowledge and understanding of all State and Federal laws pertaining to technical, electronic, audio, video surveillance, eavesdropping, and wiretapping.
• Experience handling digital, video, and electronic evidence.
• Demonstrated proficiency in working with records management systems and proprietary computer programs that negotiate the use of specialized technical investigative equipment, including administering servers, local and remote networks and firewalls.
• Experience conducting interrogations and undercover operations, executing search warrants, developing confidential informants, and testifying at adjudicatory proceedings.
• Candidates must be a United States citizen and possess a valid driver's license.

Additional Qualifications:

• Candidates must be of good moral character and have not committed incidents involving perjury or false statement.

Additional Comments NOTE:
• Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
