Essential Duties and Responsibilities
• Leads the development, implementation, and achievement of the best possible educational programs and services for the school district by creating structures that foster continuous improvement through accountability and program alignment in instruction, interventions, assessments, and support.
• Develops goals, objectives, and policies for teaching and learning that facilitate and support improved learning outcomes and student achievement for Huntsville City Schools.
• Identifies key processes, establishes targets, and implements related process improvements for the purpose of ensuring the effective execution of the district's strategic plan and vision.
• Represents the Superintendent at designated functions as necessary; serves in the absence of or at the direction of the Superintendent as authorized.
• Interprets and makes informed instructional decisions based on analyzing data from student assessments, program evaluations, and benchmarking activities to guide the work of administrators and improve offered programs and services.
• Supports the implementation of plans for school and curriculum evaluation and the application of applicable resources to meet identified needs and to develop corresponding community and student support programs.
• Meets with administrators on a regular or as needed basis to establish goals and develop procedures for program implementation and other activities related to the operation of student educational services.
• Provides leadership, and vision across academic disciplines and operational programs in order to support the Superintendent in achieving and maintaining the best possible education for Huntsville City Schools students and promoting lifelong learning.
• Ensures the alignment and delivery of the district's approved curriculum by providing ongoing evaluation of offered instructional programs and support services, including exceptional student education and alternative education options, to provide an optimal and equitable education for all students.
• Reviews Board policies and administrative regulations related to educational and operational programs and services and recommends changes as necessary; provides consultation and/or interpretation of policies to Huntsville City Schools staff as requested; and enforces rules and regulations to ensure all activities conform to applicable laws and district guidelines as established.
• Establishes positive, cooperative, and mutually supportive relationships with outside agencies and service providers and maintains up-to-date communication and information on available resources in order to meet the needs of students within the school district; serves on district and community based committees, task forces and related groups as required.
• Evaluates principals and other administrators/staff as assigned in accordance with Alabama State Department of Education and Huntsville City Schools policies and provides constructive feedback as necessary.
• Assists the Human Resources Director, school principals and district administrators in the determination of staffing needs for schools/departments/locations and makes recommendations regarding contract renewals.
• Assists in the development, dissemination and oversight of the procedures and guidelines for athletics and extracurricular activities for Huntsville City Schools.
• Oversees compliance related issues and assists in the investigation, documentation and resolution of complaints, concerns and grievances as required.
• Assists principals and administrators in the operation of the district's alternative education programs.
• Supervises grade level span within schools and mentors adminstrators within assigned areas.
• Demonstrates initiative, professionalism and customer-service focus regarding assigned responsibilities and maintains appropriate confidentiality concerning work-related matters.
• Promotes professional development opportunities that will enable Huntsville City Schools staff to maintain research-based knowledge in their appropriate field and increase their ability to provide relevant services and instruction for the purpose of ensuring necessary expertise and training of staff.
• Responds to emergency/crisis situations as necessary; serves as liaison with administrators, parents, community members, related agencies and media as directed.
• Coordinates the instructional accreditation process for the school district and oversees preparations and arrangements necessary for adhering to accreditation review policies and procedures.
• Serves as a member of the Superintendent's cabinet, works collaboratively and cooperatively with district staff and actively participates in district-wide planning, development, and evaluation to support school improvement initiatives and processes for aligning the use of resources to meet district goals.
• Assists the Superintendent in developing the Board's agenda as required.
• Responds to inquiries, complaints, and concerns in a timely manner and reports potential issues to the Superintendent.
• Plans and administers a budget that adequately sustains the district's instructional and operational programs and activities and monitors and controls expenditures to ensure fiscal responsibility to the district's strategic goals and objectives.
• Prepares and presents reports and information to the Huntsville City Schools Board of Education, the Superintendent, and other various groups for the purpose of gaining required approvals, providing progress updates, and to advise of other relevant information in a timely and accurate manner.
• Maintains research-based knowledge in state, national, and global educational developments and techniques; reviews current developments, literature, and technical sources of information; and utilizes knowledge to ensure ongoing improvements are implemented for the purpose of increasing student achievement and enhancing student outcomes.
• Attends and participates in Huntsville City Schools Board of Education and other various meetings to discuss, interpret, and communicate relevant information as appropriate and resolve existing issues and concerns.
• Provides leadership and supervision over assigned personnel to ensure employees have a clear understanding of their job responsibilities.
• Selects personnel and conducts performance appraisals on assigned employees and makes recommendations for appropriate employment action to ensure a standard of accountability is met as defined by the department's goals and objectives, as well as the policies established by the Huntsville City School System .
• Provides and ensures employees' participation in professional developmental training opportunities as needed to perform their job duties.
• Responsible for developing, maintaining, and improving departmental operating procedures to improve department efficiency and effective use of school resources.
• Performs other job-related duties as assigned.

Qualifications

A Master's Degree from an accredited college or university required. A Doctorate in Educational Leadership or its equivalent is preferred. A minimum of ten (10) years of successful administrative and teaching experience in public education is required. Three (3) years of district-level administration experience is preferred. Must possess valid certification in school administration/supervision/leadership. Must meet Alabama state certification requirements and applicable Alabama statute requirements for the position.

Physical Requirements

Requires light work exerting up to ten (10) pounds of force occasionally and/or a negligible amount of force frequently. Job involves sitting most of the time.
Terms of Employment

Twelve month year. Salary as recommended by the Superintendent and approved by the Board.
