Description

Quantum Sky is searching for a Deputy Program Manager to support a large, multi-site Department of Defense IT and Cybersecurity program for the F-35 Lightning II Joint Program Office.

 

Reporting to the Program Manager, this role supports the Program Manager with day-to-day coordination—driving integration across service towers, coordinating cost/schedule/performance, managing risks and issues, synchronizing subcontractors, and assuring quality and customer satisfaction for mission-ready, secure services across the Joint Virtual Environment (JVE). Onsite presence in Arlington, VA is required; periodic (25%) travel will be necessary to support global program objectives. 

 

Responsibilities:

  • Coordinate delivery for assigned tasks and workstreams in alignment with the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP); maintain a disciplined cadence of reviews to verify compliance and remediate deficiencies. 
  • Act as secondary point of contact to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Technical Point of Contact (TPOC); prepare status updates, formal briefings, and escalation packages as needed in support of the Program Manager. 
  • Coordinate cross-functional teams spanning telephony/AV, NOSC, network infrastructure, enterprise applications (on‑prem and Azure IL‑5), SaaS platforms, service desk, and knowledge management to ensure cohesive operations and rapid incident response. 
  • Embed IT Service Management (ITSM) and ITIL best practices across Strategy, Design/Transition, Operations, and Continual Service Improvement; actively participate in CAB/TRB/ECAB and service reviews. 
  • Assist in establishing and maintaining SLAs, SLOs, KPIs, and dashboards; analyze performance trends, implement corrective actions, and drive continuous improvement. 
  • Support configuration, access control, and asset lifecycle processes using CMDB, ITAM, and GFP tracking; ensure license compliance and accurate inventories for audit readiness. 
  • Support RMF/JSIG compliance, continuous monitoring (ACAS, STIG, ESS), POA&M management in eMASS, and coordinated incident response. 
  • Maintain configuration baselines and remediate configuration drift across hardware, software, and network components; sustain documentation for audits. 
  • Support FinOps practices to enhance cost visibility, enforce budget controls, optimize resource utilization, and inform forecasts and EACs. 
  • Support governance rhythms (PMRs, QBRs), contribute to executive reporting, manage the Integrated Master Schedule (IMS), and track risks/issues/opportunities. 
  • Coordinate subcontractor integration, staffing plans, onboarding, training, and performance management to achieve program objectives. 

Performance Metrics & Success Criteria:

  • Service Availability: ≥95% monthly uptime for critical services; ≥90% during operational hours for non‑critical services (excludes external dependencies). 
  • Continuous Monitoring: ACAS ≥98% monthly; ESS ≥95% (≥90% of weeks); quarterly STIG assessments; weekly POA&M updates with quarterly uploads. 
  • Security & Compliance: Weekly dashboard updates meeting CCRI-aligned thresholds ≥75% monthly; timely incident response and documented closure. 
  • Quality & Satisfaction: Accurate, complete, on‑time deliverables; transparent communications; rapid corrective actions; audit-ready artifacts. 
Qualifications

Required:

  • Possess a BA/BS degree (AA accepted with 7+ years relevant experience); PMI/PMP certification preferred. 
  • Demonstrate 5+ years overseeing multifaceted programs or projects (7+ years with AA substitution); proven leadership of operations under general direction. 
  • Coordinate day-to-day service delivery, staffing, workflow, escalation, and performance management for enterprise IT services. 
  • Assist with managing ITSM operations including incident, request, problem, change, configuration, knowledge, and service-level processes; support CAB/TRB/ECAB and service reviews. 
  • Monitor SLAs, SLOs, KPIs, and dashboards; analyze performance trends, implement corrective actions, and drive continual improvement; ensure workforce support for geographically dispersed teams and subcontractors, including shift coverage and surge support.  
  • Experience implementing ITIL best practices to optimize incident management, problem management, change management, configuration management, and knowledge management processes, ensuring alignment with organizational goals and compliance requirements. 
  • Ability to drive service-level improvements through ITIL-based process analysis, performance monitoring, and continual improvement initiatives, resulting in enhanced operational efficiency and customer satisfaction. 

Desired:

  • Deep understanding of ITIL framework focus areas, including Service Strategy, Service Design, Service Transition, Service Operation, and Continual Service Improvement. 
  • Demonstrated experience delivering Department of War enterprise IT services, including service desk, infrastructure, network, cloud, cybersecurity, and end-user support; ability to align workstreams and assigned tasks with the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP), maintaining a disciplined cadence of compliance reviews and timely remediation of deficiencies. 
  • Proven performance in developing and managing SLAs, KPIs, operational dashboards, corrective actions, and continual improvement plans; serve as a secondary point of contact to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Technical Point of Contact (TPOC), preparing status updates, formal briefings, and escalation packages as needed. 
  • Extensive ITSM operations experience managing incident, request, problem, change, configuration, knowledge, and service-level processes; lead cross-functional teams across telephony/AV, NOSC, network infrastructure, enterprise applications (on-prem and Azure IL-5), SaaS platforms, service desk, and knowledge management to ensure cohesive operations, rapid incident response, and support for geographically dispersed teams—including shift coverage, surge support, and subcontractor personnel. 

Clearance:

  • Hold active Secret clearance at time of submission.

Location:

  • Available for onsite work in Arlington, VA, with flexibility for travel (25%) as required. 

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between 150-175K. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
