Responsibilities

  • Serve as the primary customer liaison for all program-related issues
  • Assist in the preparation of accurate and compliant bids and proposals
  • Oversee contract administration and ensure adherence to specifications
  • Manage and forecast resource allocation to optimize team workload
  • Identify potential risks and opportunities within the program
  • Review operational estimates for accuracy and compliance
  • Coordinate changes in program requirements with change management teams
  • Ensure timely procurement and delivery of materials and resolve any supply issues
  • Supervise design compliance with regulations and specifications
  • Support estimating initiatives in accordance with cost estimating standards

Program Manager

SUPERVISES:

Program Coordinators

AUTHORITIES / RESPONSIBILITIES:

Support Program Manager on the following:
  • Point of contact with the customer for all issues.
    • Manage customer relationship
    • Reporting to customer in terms of the contract
    • Manage any Prime or Sub relationships that exist
  • Bid and Proposal efforts
    • Assist BD for preparation of all assigned proposals
    • Ensure all bids and proposals are accurate, compliant, competitive, and executable
  • Contractual Compliance
    • Manage contract administration, specifications, drawings, and regulatory requirements.
  • Resource Management
    • Manage program resources to ensure that all team members are fully utilized at all times
    • Develop and maintain program resource forecast demands
  • Risk Management
    • Identify and mitigate program specific risks and identify and maximize program opportunities
  • Estimating
    • Review estimates for accuracy
    • Support labor estimates, material estimates, and make/buy reviews, etc.
  • Contract change management / control
    • Coordinate with change management team to execute changes in support of program requirements
  • Procurement of materials and equipment.
    • Manage order placement, on-time delivery and performance from suppliers, quality assurance from suppliers
    • Identify and resolve material and equipment issues.
  • Classification and inspection authority relationship
    • Oversee design to ensure compliance with specification and regulatory requirements.
  • Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure Basis of Estimates are in accordance with DFARs Cost Estimating System Requirements

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
  • 4-year degree (relating to engineering technologies preferred) preferred; or equivalent combination of education and experience.
  • 8+ years of related experience and training
  • Proven record of military and commercial marine program management
  • A sound knowledge of the marine construction industry
  • Proven ability to set tasks for self and others
  • Ability to listen to staff and customers and act appropriately
  • Excellent communication skills
  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
  • Ability to check own work

DIRECTION EXERCISED: Full discretionary authority to assign work

DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances.

ADDITIONAL GUIDELINES:
  • Position requires travel of up to 20% of the time
