Deputy Program Manager

As the Deputy Program Manager (DPM) you will oversee and manage the daily operations of the Military and Family Life Counseling contract.

You will assist the Program Manager in managing daily operations of the Military and Family Life Counseling (MFLC) program and shall act on behalf of Serco during the absence of the Program Manager.

Key Responsibilities in supporting the PM include but are not limited to:

In This Role You Will:
  • Provide overall leadership, planning, and day-to-day management for MFLC program performance within the assigned geographic footprint.
  • Serve as primary interface to the Government for performance, staffing, risk/issues, and deliverables.
  • Lead transition-in/transition-out activities, including staffing plans, credentialing/boarding, and continuity of services.
  • Oversee recruiting, hiring, scheduling, and retention strategies for clinical and support personnel; ensure adequate coverage and backfill.
  • Manage subcontractors/teammates as applicable; ensure flow-down compliance and performance.
  • Implement and maintain quality management processes (e.g., service delivery standards, internal audits, corrective actions).
  • Ensure timely and accurate reporting (status reports, metrics, staffing, training/credentialing) per contract requirements.
  • Coordinate with clinical leadership to ensure adherence to MFLC program guidance for non-medical counseling, consultation, and outreach.
  • Monitor budgets and cost controls (as applicable to contract type); support invoice review/validation and financial forecasting.
  • Identify risks, develop mitigation plans, and lead resolution of operational issues affecting service delivery.
  • Program execution, ensuring compliance with contract requirements, quality standards, and customer expectations. Leads cross-functional teams delivering non-medical counseling support services, reporting, and surge/on-demand support across assigned locations.

Required Qualifications:

To Be Successful in This Role, You Will Have:
  • Bachelor's degree (or higher) in business, public administration, health services, behavioral health, or a related field related to the job description listed above.
  • Minimum 5 years of program/project management experience supporting large, distributed service delivery contracts.
  • Be able to demonstrate experience managing staffing, performance metrics, and customer-facing deliverables.
  • Be able to demonstrate strong written and verbal communication skills; able to brief senior stakeholders.
  • Be able to demonstrate proficiency with common productivity tools (e.g., Microsoft Office) and reporting/metrics tracking.
  • Ability to travel as required (anticipated: 25% within the assigned footprint).
  • At least five (5) years of experience managing program operations for an international,globally dynamic, geographically dispersed, rapidly changing, and diverse programenvironment.
  • At least five (5) years of experience with human resource management andworksite/assignment tracking, financial management, and stakeholdercommunications.
  • Demonstrate intermediate-level competencies in technology and software (i.e., Microsoft Suite, Internet navigation, Smartphone/Tablet and application navigation, video-conferencing platform navigation).
  • A current DoW Secret Level Security Clearance which requires US Citizenship
  • Ability to demonstrate understanding, sensitivity and empathy for service members and their families.


Additional Preferred Experience, Education:
  • Five years of experience working with a military or DoDorganization(s).
  • Five years of experience leading integrated teams consisting of either Adult or CYBcounseling personnel.
  • At least five years' experience planning, directing, coordinating, and managing proposed methodologies and approaches of projects.
  • At least two years' experience managing SLAs under an incentive-basedcontract.
  • An active PMI Project Management Professional orPMI/ PMP®Certification.
  • Be able to participate in our customer's Oral Technical Proposal Presentation prior to award.
