The Deputy Program Manager/Operations Manager (DPM/Ops Manager) is responsible for providing tactical and technical support to the Program Manager and serves as the backup point of contact to the customer during the PM absence. The DPM/Ops Manager is responsible for monitoring and controlling project activities throughout the entire lifecycle and deliver on-time product and services according to the customer requirements. The DPM/Ops Manager will work at customer premise and will lead day-to-day operations alongside senior-level customer management that are involved with the program efforts. The program team has responsibility for engineering and operations of technology solutions and platforms, which include network, collocation, strategic voice solution such as VoIP, and emerging mobility solutions in support of the customer’s specialized mission requirements.
The job duties are as follows:
The DPM/Ops Manager will pursue and ensure completion of program’s project milestones and deliverables according to the statement of work. Other responsibilities for the DPM/Ops Manager include:
- Develop and coordinate activities associated with all contract deliverables to the customer to include monthly program review, file transfers, invoices, other direct costs (ODC) tracking, procurement, and maintenance reports.
- Support the Program Executive with weekly and biweekly customer meetings, innovation efforts, and customer engagement with senior leadership.
- Monitor and track risk management: raise awareness to risk, issues, concerns and offer possible mitigations. Identify critical dependencies and technical issues.
- Assist with the onboarding/offboarding of personnel supporting the program – assist with check-in process, account access, security protocols, etc. at the customer facility.
- Attend technical review boards and assist senior engineers in determining technical solutions as required. Provide technical and programmatic briefings to the customer as required.
- Supervise employees to monitor work and performance outcomes per customer contract and deliverables; provide mentorship and support to include addressing programmatic pain points and removing barriers; conduct bi-weekly tag-ups; conduct regular performance reviews to include mid-year and end-of-year evaluations.
- Ensure all work performed is high quality, free of errors, and completed within the allotted funding, timing, and staffing constraints of the program. As directed, support other recurring program initiatives and team communications.

Required Skills, Experience, and Education: Bachelor’s degree in information technology, Engineering, Program Management, or a related discipline, plus 10+ years of experience in information technology, telecommunications, or program management.
Management Skills: Ability to effectively work with and lead both direct and functionally aligned program stakeholders as part of a larger team charged with executing the contract deliverables and maintaining program operations. Excellent verbal and written communications skills and knowledge of federal government contracting & acquisition practices a definite plus. Must be a strong leader who is customer-oriented, and mission focused with the ability to effectively lead and develop team members at all levels.
Desired Qualifications:
Program Management Institute (PMI) Project Management Professional (PMP) Certification (current/active) strongly desired.
