Main Purpose of Job

The main purpose of this position is to serve as the Deputy Executive Director of Operations. In this capacity, the incumbent directly assists the SSA Executive Director in developing the administration's overarching vision, managing agency wide programs, and leading day-to-day operations.

POSITION DUTIES

  • Provides senior management and operational oversight for all Social Services Administration (SSA) programming.
  • Establishes strategic planning goals, standard operating procedures, and manages day-to-day operations.
  • Represents the SSA Executive Director on governing committees, task forces, and workgroups with binding decision-making authority.
  • Plans, organizes, supervises, and evaluates the work of Program Directors and supervisory staff.
  • Directs, edits, and participates in the annual budget formulation process for the Social Services Administration.


MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Social Work, Public Administration, Business Administration, Human Services, or a related field.

Experience: Eight years of experience in administrative, operational, or managerial leadership within a large-scale public or private human services, social work, or health administration agency. This experience must include three years involved direct supervision of professional supervisory or managerial staff, and Two years of experience managing programmatic budgets, fiscal impact analysis, or contract lifecycle administration.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
  • Two years of experience utilizing statewide human services data systems (specifically CJAMS, CCWIS, or SACWIS) to guide policy decisions, monitor performance metrics, and optimize staffing allocations
  • Two years of experience managing complex Request for Proposals (RFPs), contract lifecycles, or presenting formal contract actions before oversight bodies such as the Board of Public Works (BPW).
  • Two years of executive or senior managerial experience leading multi-agency initiatives,, or serving with decision-making authority on statewide task forces or boards (e.g., Hospital Overstay Task Force, Interagency Rates Committee, or Interagency Placement Committee).
  • An advanced degree (e.g., MSW, MPA, MBA, PhD, DBA, DSW) or formal credentials such as the Certified Public Manager (CPM) designation.
