The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply seeks to hire an Administrative Project Manager for a position as the Deputy Director, Water Operations - North. Reporting directly to the Assistant Commissioner, Drinking Water Operations within the Bureau of Water Supply, the Deputy Director will function with the widest latitude for the exercise of leadership, independent judgment and decision making. Drinking Water Operations Directorate is responsible for the operation, maintenance, treatment and quality of three water supply systems and all associated infrastructure that conveys water to New York City. These systems include the Croton, Catskill, and Delaware Systems. The Directorate also operates and maintains seven Water Resource Recovery Facilities (WRRFs), including five collection systems that protect the headwaters of these systems. The directorate provides maintenance and operation of the Croton Water Filtration Plant, Jerome Park and Hillview Reservoirs, the Cat-Del UV Plant, Chlorination and Fluoridation at Delaware Aqueduct Shaft 18, Chlorine Dioxide at Croton Lake Gate House and the Ashokan Chemical Treatment Facility, Pleasantville Alum Plant, and other associated dams, aqueducts, shafts, waterworks, highways, support systems, and offices. The Deputy Director, Water Operations North, will be responsible for supporting the Assistant Commissioner by managing all aspects of the Water Operations North Division, which is geographically dispersed throughout the Catskill and Delaware Watersheds. The Deputy Director will be responsible for the operations, management and maintenance of critical water supply infrastructure including release works and intakes, hydroelectric facilities, valve chambers, aqueducts, bridges, tunnels, and roads in two (2) operational regions. Specific duties include: - Managing over 200 employees geographically dispersed throughout the NYC Watershed - Managing the Delaware and Catskill Water Operations Divisions ensuring all critical infrastructure is properly operated, maintained, and managed - Managing system shutdowns and capital projects in the assigned area of operations. - Managing and directing numerous technical groups - In the absence of the Assistant Commissioner, may perform the duties of that position, as delegated. - Providing direction and guidance to a highly technical and multi-disciplined staff responsible for the operation and maintenance of all water treatment systems in the Water Operations - North including water supply aqueducts, adjacent reservoirs, treatment and operational equipment including conveyance structures and related appurtenances. - Performing periodic reviews of the PM program data to evaluate performance and to provide concise management reports so that repairs and/or replacements requiring capital budgeting may be planned for in advance. - Being responsible for treatment of the Catskill and Delaware aqueducts supplies to meet federal and state mandated water quality parameters while remaining compliant with public health code requirements. - Being responsible for management of all operations, maintenance and support staff (contractual and in-house). - Assuring the mechanical and structural integrity of all facilities, conduct design reviews of all contracted rehabilitation, construction, maintenance and/or repair work associated with these facilities as well as coordination of operations with construction and rehabilitation work conducted at these facilities with other bureaus within the Department. - Managing all operations activities for compliance with mandates and deliverables under the Safe Water Treatment Act and Filtration Avoidance, including preparing written programs to comply with any such mandates. - Being responsible for coordinating operations with construction and rehabilitation work contracted by the Bureau of Design and Engineering, Job Order Contracts, Task Order Contracts or other. - Being responsible for promoting a workplace free from safety hazards and ensure that employees adhere to and comply with environmental, health and safety (EH&S) laws, rules and regulations. The Deputy Director will be required to report to several locations including Shokan, Arkville, Downsville and Grahamsville, New York along with operational facilities throughout the watershed. Some of the physical activities performed by Administrative Project Manager and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections, climbing and descending ladders or stairs to get to areas to be inspected, standing on scaffolds to inspect work, standing for an extended period of time, bending and stooping during inspections, working in confined areas, distinguishing colors, wearing a hard hat, climbing over and around various objects, walking in areas that may be damp, dark, smoky or acrid, working outdoors in all kinds of weather, must be able to lift about 20 pounds of equipment when required. Special Working Conditions: Administrative Project Manager may be required to work shifts including nights, Saturdays, Sundays, and holidays. Preferred Skills: - A valid New York State License as a Professional Engineer. - Professional experience representing on behalf of organization to stakeholders and Agency staff. - Delegating and scheduling work, following up, being proactive, and ensuring completion of relevant tasks and projects. - Previous experience in working and communicating effectively with people, serving as a liaison. - Working knowledge of Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint. - Working knowledge of Publisher and Adobe with experience in fillable documents in Adobe reader. - Ability to keep electronic logs of operations, equipment performance, maintenance activities and water quality - Ability to test operates equipment through SCADA, Process Logic Controllers or other - Ability to navigate Citytime timekeeping program - Organizational and time management skills. - Professional demeanor and interpersonal skills also a must. - Problem solving skills. - Driver's license valid in the State of New York; maintained for duration of employment. - Ability to travel throughout the 2,000+ square mile watershed, utilizing a New York City vehicle. A baccalaureate degree, with a major in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college; or 2. An associate's degree in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college, and two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 3. A four-year high school diploma or its educational equivalent plus two years of fulltime education at an approved trade or technical school in design, graphic arts, the visual arts, marketing, or digital media plus two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 4. A four-year high school diploma or its educational equivalent plus four years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college may be substituted for experience as described in "4" above at the rate of 30 semester credits for one year of experience.
