General Statement of Duties

SPECIFIC STATEMENT OF DUTIES
The employee serves as Deputy Director of the Department of Transportation and Engineering (DOTE). This executive-level position works closely with the Director to lead and coordinate the City's multi-modal transportation system, including highway, aviation, transit, bicycle, pedestrian, and utility networks.
The Deputy Director provides broad management oversight for several critical DOTE functions, including Traffic Services; Development, Permits and Urban Design; Aviation; and departmental administrative support services.
Key Responsibilities
The Deputy Director provides leadership and oversight in the following areas:
Executive Leadership Responsibilities

  • Assists the Director in establishing and implementing departmental goals, objectives, policies, programs, and priorities.
  • Develops and monitors annual operating and capital budgets.
  • Provides oversight of capital improvement programs and major transportation projects.
  • Coordinates with City departments, governmental agencies, utilities, consultants, City Council and its offices, community councils, and other external stakeholders.
  • Provides leadership in addressing complex transportation, infrastructure, development, and operational issues.
  • Directs, develops, and evaluates staff and provides leadership in recruitment, workforce development, and succession planning.
  • Promotes collaboration across DOTE divisions and with external partners to advance the City's transportation priorities.
  • Represents the Department in high-level meetings, initiatives, and projects as assigned by the Director.
  • Performs other executive-level management duties as assigned.


Department Administration

  • Provides executive oversight and coordination of DOTE's Human Resources, Accounting, and Information Technology functions.
  • Promotes effective administrative operations and alignment with departmental priorities.


Traffic Services

  • Directs oversight of the maintenance and operation of City street lighting circuits, traffic signals, pedestrian signals, school flashers, hazard signals, intelligent transportation systems, overhead signs, vehicle and pedestrian detection systems, and related traffic control infrastructure.
  • Ensures effective planning, maintenance, and delivery of traffic-related services and infrastructure.


Development, Permits and Urban Design

  • Provides oversight of regulatory affairs, right-of-way management, permitting, and regulatory functions.
  • Coordinates the design, construction, rehabilitation, and maintenance of public transportation infrastructure.
  • Provides leadership for the City's Bicycle Program and Pedestrian Safety Program.


Aviation

  • Provides management oversight for the administration, operation, maintenance, planning, and development of Cincinnati Municipal Lunken Airport.


GENERAL STATEMENT OF DUTIES

Employee functions in an administrative capacity carrying out special projects as assigned by the Department Director. Also, under general direction of the Director, this employee directs, manages, supervises, and coordinates the activities and operations of the assigned Department. This employee will assist with key departmental functions, including coordinating assigned activities with other divisions, departments and outside agencies. Provides highly responsible and complex administrative support to the Director of the assigned department.

Assume management responsibility for assigned services and activities of the department.

Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.

Conduct a variety of organization studies, investigations and operational studies.

Attend and participate in professional group meetings; stay abreast of new trends and innovations as it related to department activities.

Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.

Arranges for the services of external consultants and agencies and acts as the City liaison.

Implements assigned department projects by coordinating the work of other department staff, citizen groups, and public and private agencies.

Assigns work to a professional staff, oversees work procedures, and inspects work in progress and upon completion.

Establishes and monitors management controls for administrative, program, and fiscal procedures.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Each applicant must have a Bachelor's Degree from an accredited college or university in Public Administration, Business, Marketing, or area of operational expertise and five to seven years of progressively responsible experience in the public or private sector related to assigned department activities is required. A Master's degree in the aforementioned or operational areas is strongly preferred.
Where a specialized certification or experience is required for the position, a substitution may be permitted to replace educational requirements.
