Position Information

The Texas Department of Transportation - Houston District is seeking a highly qualified Professional Engineer to serve as the Deputy Director of Transportation Operations. Reporting directly to the Director of Transportation Operations, this leadership position assists in managing transportation operations programs across the Houston District's six county region, supporting one of the largest and most complex transportation networks in Texas. The Deputy Director will help oversee Traffic Engineering, Traffic Systems Construction, Traffic Systems Maintenance, and TranStar operations while providing strategic leadership for traffic safety, mobility, intelligent transportation systems (ITS), incident management, and emergency response activities.

This position is responsible for supporting the planning, design, construction, operation, and maintenance of critical transportation infrastructure, including traffic signals, illumination systems, signing, pavement markings, dynamic message signs, and other ITS technologies. The Deputy Director will collaborate closely with local governments, law enforcement, and regional partners to advance district priorities, improve system performance, and enhance safety and mobility for the traveling public.

Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Acts as consultant to staff engineers to coordinate construction operations.
• Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects.
• Advises staff engineers.
• Assists Area Engineers with construction contract administration matters.
• Assists in the development, preparation and letting of maintenance contracts for the district.
• Directs construction operations to include review of shop drawings, compliance with regulations and approval of letting advertising.
• Makes presentations and represents TxDOT.
• Meets with appropriate Department supervisors and/or sections, law enforcement agencies and/or city officials to discuss traffic problems and possible solutions.
• Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
• Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office.
• Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
• Participates in district plan review activities.
• Prepares correspondence and reports.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

• 4 year's experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
• Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.

*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:

• Subject to environmental conditions; protection from weather but not temperature changes
• Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
• Standing - prolonged periods of time
