SUMMARY
General Description: Provides leadership and strategic planning and direction for all VSA projects and missions. The Deputy Director responsibilities include the coordination and completion of projects and missions on time, within budget, and within scope. Ensures stakeholders, engineers, and technical staff meet technical, cost, and schedule deliverables as agreed upon. Verifies all programmatic and regulatory requirements are met. Prepare reports and brief senior leadership regarding status of project(s) and mission(s).
Responsibilities and Duties: - Collaborates with Director of PMMO on all aspects to verify proper organizational direction, staffing levels and process improvement opportunities to gain efficiency.
- Maintains project management standards throughout the organization. Aligning the management of missions with similar criteria as applicable.
- Manages a complex project and mission portfolio, ensuring all objectives are aligned with the organization's strategic initiatives.
- Continuously develops an advanced understanding of VSA operational systems as a whole and applies that knowledge to prevent unintended conflicts between existing mission operations and new projects.
- Ensures proper contractual requirements, deliverables, technical standards and specifications are included in all Requests for Proposals (RFPs) and met during the proposal review process prior to awarding contracts.
- Ensures proper contractual requirements, deliverables, technical standards and specifications are included in all Launch Service Provider (LSP) mission agreements prior to awarding contracts.
- Serves as a primary interface to NASA Wallops and all LSP's for both project and mission execution.
- As a supervisor, develops employees through leadership and mentoring. Needs to be capable of managing a team of 20-25 individuals.
- Ensures a safe and healthy work environment for all activities.
- Provides oversight and management of projects and missions through software applications leading to Key Performance Indicator (KPI) oversight and reporting.
- Determines operational support capability requirements as identified by mission needs and anticipates expected challenges.
- Assists in the development and implementation of processes targeted at reducing overall cost while increasing effectivity.
- Develops budget and schedule requirements for all assigned programs and missions.
- Oversees lessons learned for all projects and missions to drive increased team performance and process efficiency gains.
- Ensures assigned workforce is trained in their respective tasks.
- Collaborate internally and externally, communicate, and connects with both senior leaders and employees to improve communication across all VSA functional areas.
- Resolves problems identified within the assigned functional areas and develops mitigation plans for preventing similar future problems.

EMPLOYMENT STANDARDS
General Education College: Bachelor's Degree Major: Business Management or EngineeringJob-Related Experience: Eight (8) years of direct, practical work experience in the workplace providing strategic, technical, operations, financial and managerial leadership to implement project activities successfully.
Certifications: Project Management Professional (PMP) certification strongly preferred.
Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.
CONDITIONS OF EMPLOYMENT
Knowledge: Comprehensive knowledge of required operational support functions such as logistics, procurement, contracts, equipment maintenance, quality assurance-related process control systems, safety programs related to industrial operations, and environmental regulations as applied to support functions.
