The Air Force Civilian Service (AFCS) is looking for a Full-Time Deputy Director of Operations, Emergency Management and Readiness, (GS-0801-14) at Joint Base Elmendorf-Richardson (JBER), AK.

SALARY RANGE: $142, 216 - $184,886
Moving expenses may be paid

Qualifications/Requirements:
In this position you will provide continuity in the management of the installation's Civil Engineering functions. The employee serves as a Deputy Base Civil Engineer (DBCE) at Joint Base Elmendorf-Richardson (JBER), an organization of 1121 authorizations, sharing with the Base Civil Engineer (BCE) the full scope of responsibility for managing the activities of the organization.
Must be a U.S. Citizen
This is a designated Drug Testing Position.
Must be able to obtain and maintain and "Top Secret" security clearance with access to Sensitive Compartmented Information (SCI)

Must possess a current and valid driver's license
DUTIES AND RESPONSIBILITIES:
Have a deep understanding of general engineering principles and know how different fields (like civil, mechanical, and architectural) work together on complex projects.
Posses an understanding of how large-scale facilities or public works organizations operate. Ability to set big-picture goals, develop policies, and advise senior executives.
Thorough knowledge of construction and facility maintenance, including the trades, materials, and equipment required to get physical projects done right.
Knowledge of the Air Force Emergency Management System is desirable
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of a broad range of professional engineering concepts, principles, and practices; and extensive familiarity with architectural/engineering disciplines.
Extensive knowledge of Base Civil Engineer mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
Thorough knowledge and understanding of the trades, professions, procedures, methods, equipment, materials, limitations, and applications involved in civil engineering activities.
Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
Knowledge of government contracting regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
