The Deputy Director of Integrated Eligibility Initiatives will manage a cross-functional team responsible for the coordination of MassHealth's implementation activities for Integrated Eligibility and Enrollment (IE&E) work tracks, including but not limited to Common Noticing Solution (CNS) and the MyServices Common Application/Portal.

This position will collaborate across multiple MassHealth business and IT units to ensure implementation activities are completed timely and MassHealth business needs are represented. This position will play a key role in supporting policy and programmatic analysis and making strategic recommendations to the Director of Integrated Eligibility Initiatives and the MassHealth executive team. In addition, this position will support the modernization of MassHealth eligibility systems used by operations staff under the OneHealth initiative.

This team regularly works collaboratively with program staff, vendors, other stakeholders across other MH business units, and other agencies (including the Health Connector and Department of Transitional Assistance). The Deputy Director must demonstrate the ability to maintain confidentiality, and willingness to respond to urgent concerns while maintaining focus on planned and intentional organizational advancement.

Duties and Responsibilities (these duties are a general summary and not all inclusive) :

Project Management
• Manage projects supporting IE&E system development, maintenance, and corresponding MassHealth system updates.
• Provide project updates on a consistent basis to various stakeholders about risks, issues, adjustments, and progress.
• Ensure team resource availability and allocation.
• Coordinate meetings with different stakeholders.
• Follow up with different stakeholders to ensure timely quality delivery of project tasks/deliverables.
• Support other managers on the System Operations team with coordination of project activity as needed.

Manage/Supervise staff
• Oversee management of a team of Senior Operations and business analysts focused on system development for IEE projects, including Common Noticing Solution (CNS), MyServices Common Portal/Application, and OneHealth project
• Maintain employee work schedules including assignments, training, vacations, and paid time off.
• Review staff performance.
• Oversee tasks and provide feedback.
• Perform other duties and responsibilities, as assigned.

Manage Activities for Eligibility System Development
• Participate as subject matter expert (SME) for MH policies and operations on IE&E including Common Noticing Solution and MyServices Common Portal/Application and OneHealth initiatives,.
• Participate as subject matter expert (SME) for MH policies and operations on IE&E and OneHealth related-tracks in MA21,HIX, MMIS and other MassHealth systems (as needed).

Project Communications
• Develop operational workflows and communication materials to ensure the complete, timely and accurate dissemination of critical information related to implementation of IE&E work tracks.
• Present to leadership as needed regarding project status/milestones, risks, and requests for guidance/approvals.
• Present to internal and external stakeholders regarding project implementation and demonstrations of systems being developed/implemented.

Ad hoc Requests
• Respond to ad hoc inquiries and requests for information from internal and external stakeholders including other MassHealth units, other state agencies, and public entities.

Preferred Qualifications :
• Extensive and in-depth knowledge of MassHealth policies, programs and procedures and the ability to integrate this knowledge with new and existing IT systems.
• Familiarity with a number of complex, technical issues, systems and programs affecting Medicaid and its services to members.
• The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open.
• The ability to work under significant time pressures to meet unanticipated demands.
• The ability to work effectively with teams, share information and work collaboratively to solve problems and make decisions.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
