The primary purpose of this position is to serve as the 88th Force Support Squadron (FSS) Deputy, sharing with the Commander/Director the full scope of responsibility for managing the activities of the organization.

Duties

Help

  1. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  2. As Deputy to the Commander/Director, plans, organizes, and oversees the activities of the Force Support Squadron (FSS).
  3. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  4. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities.
  5. Represents the Force Support Squadron with a variety of installation organizations and outside agencies.

  • Requires the incumbent be removed from military recall status
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)
  • Completion of bachelor or masters degree, completed professional military education such as ACSC, Air War College, supervisory experience, relevant specialized experience, and geographic and organizational mobility is highly preferred


Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in providing accurate guidance and direction to subordinate managers/employees regarding policies, procedures, directives of upper management, administrative matters, and accurately reporting program's goals and objectives for long-term planning.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices.
  2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
  3. Knowledge of concepts, practices, and procedures related to developing, planning budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs.
  4. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
  5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
  6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
