Job Summary
The purpose of this position is to perform a variety of professional and executive and managerial duties as needed to assist in the ongoing planning, directing, organizing and oversight of administrative processes necessary to carry out the efficient and economic operation of the County. Reporting directly to the County Manager, acts under general direction and is responsible for the oversight and coordination of assigned departments.

Essential Duties
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or logical assignment to the position.
  • Assists the County Manager with directing the planning, delivery and evaluation of all county services and activities through Department heads.
  • Assists with the development of policies, procedures and processes as needed to implement the decisions of the County Commission
  • Will work with Elected Officials and/or Department Heads on any matters pertaining to their department: may include personnel matters, budgetary concerns, etc.
  • May direct or conduct internal investigations. May serve as arbitrator or adjudicator of complaints filed against or between County employees or departments; negotiates to achieve mutually agreeable solutions.
  • Issues public statements to the media and responds to questions from the media related to County management, policies, procedures, administrative decisions, etc.; assumes responsibility for general public relations activities; may attend public events and deliver public addresses.
  • Exercises general management over public property under the jurisdiction of the County.
  • Provide oversight, support and long range planning for various County departments under the direct supervision of the County Manager; Provides leadership and general direction to County staff; prioritizes and assigns tasks and projects. Assists in developing policy governing the scope and direction of services provided.
  • Directs and evaluates the effectiveness of Department heads through regular staff meetings, performance evaluations and periodic reports.
  • May represent the County Manager at Board of County Commissioners, other board, and committee or staff meetings. Participates in all meetings of the County Commission and assists with presentations of new/modified programs and policies for Commission review and approval; may represent Grant County in meetings with State, Federal, and other local governmental agencies and in meetings with professional organizations and local citizen groups.
  • May act as one of the county's lobbyist during the state legislative sessions; represents the needs and interests of Grant County government
  • Assists the County Manager with the day-to-day operations and internal affairs of the County. Assumes responsibility for full and effective utilization of county personnel by establishing overall departmental objective, priorities and standards.
  • Represents the County as directed by the County Manager and participates in all meetings of the County Commission.
  • Acts as the County Manager in the absence of the Manager.
  • Other duties as assigned.

Minimum Qualifications
  • Bachelor's Degree in Public Administration, Business Administration or related field; and eight (8) years related experience or an equivalent combination of education and experience.
  • Proficient in the use of MS Office and financial management software.
  • Excellent organizational and leadership skills.
  • Outstanding communication and interpersonal abilities.
  • Valid New Mexico State Driver's License. Must have a good driving record to be insurable for liability purposes.


Supplemental Information
Supervisory Controls:
  • The incumbent performs under the administrative supervision of the County Manager or assigned designee, who provides work assignments, instructions and explains overall job duties and objectives. The work is normally performed independently; however, the supervisor is usually available for guidance on new or unusual situations. The County Manager or assigned designee will spot check work for productivity, accuracy, and timeliness.

Conditions of Employment:
  • Must successfully complete a conditional post-offer of employment physical examination.
  • Subject to and must pass a post-offer of employment Drug & Alcohol Analysis Test.
  • Subject to and must satisfactorily complete a post-offer of employment background investigation
  • Must not have any felony convictions or convictions involving immoral or unethical characteristics.


Professional Requirements:
  • Successful completion of interview by County representative(s) who will measure traits that are significant or necessary to perform the job, and demonstrate the applicant's ability to relate ideas and answer questions relative to the job.
  • Successful completion of required training, including but not limited to Cardiopulmonary Resuscitation (CPR), and Defensive Driving within one year from date of hire.
  • Adhere to dress code, business casual dress is neat and clean.
  • Report to work on time and as scheduled.
  • Represent the County in a positive and professional manner at all times, including use of tact when working with a wide range of individuals, including the public, often under tense circumstances.
  • Comply with all County policies and procedures, and standards regarding ethical business practices in accordance with the Governmental Conduct Act.
  • Participate in performance improvement and continuous quality improvement activities.
  • Attend regular staff meetings.

  • Strong written and verbal communication skills to handle sensitive and confidential situations.

  • Knowledge of principles and practices of County management/administration, including budgeting, finance, grant writing and administration, procurement, policy development and meeting organization.
  • Ability to read, interpret and properly explain New Mexico statutes, codes and regulations.
  • Ability to work under pressure and multi-task.
  • Ability to respond to emergencies in Manager's absence, 24/7.
  • Ability to establish and maintain effective working relationships with county department heads and employees, as well as agents of other entities, local, state and federal.
  • Solid interpersonal and supervisory abilities.
  • Must possess high level of customer service at all times.

Physical Requirements and Environmental Conditions:

  • Work irregular hours including after hours if needed.
  • Work under stressful conditions and under pressures.
  • Work in varying degrees of temperature (heated or air conditioned).
  • Position requires light to moderate work with 50 pounds maximum weight to lift and carry.
  • Position requires reaching, bending, stooping, and handling objects with hands and/or fingers, talking and/or hearing, and seeing.
  • Manual and finger dexterity.
  • Hand and eye coordination.
  • Corrected vision and hearing to within normal range.
  • Other physical or mental requirements of this position that have not been addressed above.

Work Conditions/Description of Tools, Equipment, Work Aids Used and Materials and/or Products Handled:
  • Office environment. Normally works 8-5 Monday-Friday.
  • May be required to attend out of town training and seminars.
  • Basic office equipment, personal computer terminal/keyboard and printer, photocopy machine, telefax machine, typewriter, and other related office machines.

Retirement - All full-time employees participate in the Public Employees Retirement Association (PERA). As an employee, you will contribute a percentage of your salary towards your retirement. Grant County, also, contributes a percentage towards your retirement. Currently, for regular employees, Grant County contributes 20.4125% to the employees 3.03%. For law enforcement employees, Grant County contributes 35.1250% to the employees 4.8250%.

Paid Holidays - Regular, full-time employees are eligible for the thirteen (13) holidays designated by the County Commission. In addition, all regular, full-time, and part-time employees are entitled to one (1) Personal Day per year.

Vacation - Regular, full-time, and part-time employees are entitled to paid vacation. Full-time employees accrue vacation at the rate of five (5) hours per pay period for each two (2) weeks of service. In a calendar year, this equates to 16.25 days. Part-time employees accrue vacation on a prorated basis according to the number of hours worked per pay period.

Sick Leave - Regular, full-time, and part-time employees are entitled to paid sick leave. Full-time employees accrue sick leave at the rate of four (4) hours per pay period for each two (2) weeks of service. In a calendar year, this equates to 13 days. Part-time employees accrue sick leave on a prorated basis according to the number of hours worked per pay period.
