Full Job Description
Duties Description NYS Homes and Community Renewal (HCR) is committed to fostering a culture of diversity, equity, inclusion, and accessibility. New York State Homes and Community Renewal (HCR) is the State's affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. One of our largest offices, the Office of Rent Administration, is tasked, in New York City and a handful of other counties, with enforcing the State's Rent Regulation system. Rent regulation is intended to protect tenants in privately-owned buildings from illegal rent increases and allow owners to maintain their buildings and realize a reasonable profit. There are just over 1 million apartments subject to Rent Regulation, so it represents a critically important part of NY's affordable housing stock. The office has a staff of over 300 people, many DC37 members, and is broken down into 4 major units- the Stabilized Tenancy and Rent Review Bureau (STARR), The Property Management Bureau, The Rent Information Bureau, and the Rent Control/ ETPA Bureau. Together they process approximately 20K cases a year. At a high level, each Bureau's responsibilities are as follows:
• The STARR Bureau processes overcharge, lease renewal, fair market rent appeal, and improper eviction complaints from tenants in both NYC and ETPA counties. The bureau also processes applications from owners in both NYC and ETPA counties pertaining to owner occupancy, demolition, and substantial rehabilitation as well as requests for reconsideration of Petitions for Administrative Review (PAR).
• The Property Management Bureau handles various case type applications which include Major Capital Improvements, Services, Multi-Services, Appeals, Enforcement/Compliance, and Inspections.
• The Rent Information Bureau maintains five New York City-based Borough Rent Offices and a Westchester County District Rent Office. These offices serve the public by offering general information, assisting with specific inquiries, and providing and accepting required forms. Staff in these offices respond to email inquiries, conduct information sessions over the phone and in-person and respond to calls made to the central telephone line. The bureau's four other units are the Records Access Unit, Rent Registration Unit, the Documents/Website Unit and Central Records Unit.
• The Rent Control/ETPA Bureau contains the Cyclical Cases Unit, the Owner Individual Unit and the Research and Analysis Unit. The bureau also provides services to the Nassau, Rockland, and Westchester Rent Guidelines Boards.

The Deputy Commissioner leads the Office of Rent Administration (ORA) and reports directly to the Executive Deputy Commissioner/ COO with regular check-ins with the Commissioner. This position is best suited for a proactive, team-oriented leader, with keen interest in liaising with the public, working closely with elected officials, internal team building, and operations.

The Deputy Commissioner is responsible for duties including, but not limited to:
• Maintaining a culture of excellence and continuous improvement.
• Directing the work of executive, managerial, professional, technical and support staff responsible for the operations of the bureaus.
• Developing and implementing policies and procedures related to daily operations at ORA.
• Establishing internal controls for the office.
• Establishing short and long-term plans and goals and creating clear frameworks for evaluating and monitoring these priorities/ objectives.
• Working with HR to appropriately staff the office and ensure promotional opportunities and paths for employees..
• Establish positive working relationships, in collaboration with HR, with Union leadership.
• Allocating resources and establishing and maintaining organizational controls.
• Ensuring training opportunities for all staff.
• Representing the Agency with elected officials, community groups, landlords, and tenants at meetings in NYC and ETPA communities across the State.
• Working with the Agency's Policy and Intergov teams to shape and analyze relevant legislation
• Utilizing the Agency's Public Information Office to ensure stakeholders are aware of policy changes, resources, legislative and regulatory changes via strategic communication and social media
• Representing the Agency with Federal, State, and City partners.

Minimum Qualifications • Bachelor's Degree
• 9 year of relevant experience
• 10 + years of experience in management.
• Proven track record / ability to manage complex team structures. Skill in developing people and in building teams.
• Excellent communication skills
• Proven track record establishing and maintaining relationships with external stakeholders
• Operational mindset.
• Excellent analytic, organizational, and interpersonal skills.
• Sound judgement
