Project Overview:

The selected candidate will initially be placed on one of our four Liquefied Natural Gas Plant Projects in the US Gulf Coast Region for our Energy Global Business Unit, but we may also require the selected candidate to have future mobility to one of our other Global Business Units in a different location. The ideal candidate will have market sector/ sub sector construction industry experience in energy (liquefied natural gas), manufacturing and technology (semiconductor, chemical, pharmaceutical, data centers, fire power generation), infrastructure (aviation, rail, roads/bridges), mining and minerals (water treatment plant, mineral extraction, metal refining), & nuclear, security, and environmental (nuclear power epc, power distribution, combined cycle, defense and space, environmental cleanup). As needs arise in our growing business, there will be expectation for the candidate to be fully mobile.

Job Summary:

The Deputy Commissioning Manager is responsible for managing and supervising all pre-commissioning, commissioning, startup and initial operations activities for their respective area on a major greenfield LNG project . The Deputy Commissioning Manager provides day to day direction to the Pre-commissioning, Technical and Process Safety Managers, and is therefore responsible to support the planning and execution of the overall CSU program.

The Deputy Commissioning manager shall be experienced in organizational and activity management, the execution of a Liquefied Natural Gas project, as well as be experienced with Bechtel and industry standard pre-commissioning, commissioning, and operations work practices. The Commissioning manager reports to the Deputy Senior CSU Manager.

"This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership"

Major Responsibilities:

  • PSUM Tier I - most applicable to Deputy PSUMs on medium projects, Area Leads on Mega-projects and PSUMs on projects (<$250m) or stretch assign on a mega-project of moderate complexity and few stakeholders involved. Commonly applicable to PSUMs on PM Services contracts on large projects where the role may entail having three or fewer direct reports.
  • Responsible for the startup and/or operations activities on one or more major projects, designated portions of a very large or complex project, or multiple smaller projects as assigned
  • Plans and at times directs startup engineering assignments and as directed, performs performance reviews for assigned personnel
  • Assists, as directed, in the preparation of project proposals
  • Coordinates with project management, the startup related engineering, construction, and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite
  • Prepares or directs the preparation of operations manuals
  • Supervises and provides technical guidance to subordinate supervisors or startup engineers assigned to projects or tasks within area of responsibility
  • Estimates staffing needs and schedules and assigns work to meet schedule dates
  • Conducts execution planning for project scope through plans, procedures, schedules, and budgets
  • Manages progress reporting framework for the project (startup/ops scope), and reviews on an ongoing basis with team, taking proactive course corrections as necessary


Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Extensive technical knowledge of startup and plant operations within a type of industry. LNG plant experience is preferred.
  • Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems.
  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
  • Extensive knowledge of administrative practices including cost and scheduling.
  • Experience managing craft, and craft supervision directly for the execution of CSU activities
  • Previous experience on a major capital project in a leadership role.
