Summary

Serves as Deputy Chief of Interpretation and Education at Yosemite NP, assisting in leading interpretation, education, museum, and volunteer programs. Oversees planning, operations, budget, safety, partnerships, and a large staff. Supports public relations and strategic communication for one of the nation's most visited and complex parks.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  • Personnel Management & Supervision: Experience supervising and mentoring a team of park rangers, guides, interns, and volunteers; includes planning work schedules, assigning tasks, evaluating performance, and ensuring compliance with Equal Opportunity and safety standards.
  • Program Development & Implementation: Demonstrated ability to develop, coordinate, and implement interpretive and educational programs, including audience-centered public programming, visitor center operations, and collaborative projects with park partners.
  • Partnerships & Stakeholder Engagement: Skilled in establishing and maintaining relationships with internal divisions, cooperating associations, concession operators, community groups, and external partners to facilitate smooth operations and collaborative initiatives.
  • Budget & Resource Management: Experience assisting with budget planning, monitoring expenditures, and managing logistics for seasonal and year-round operations, including housing, vehicles, equipment, and safety training.
  • Interpretive Techniques & Communication: Proficient in applying modern interpretive methods, delivering universally accessible programming, and communicating complex information effectively to diverse audiences, including underserved communities.

Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.


To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of Interpretative services to enable efficient operation of an Interpretive Education program or office; analyzing work functions and processes and identifying process improvements; planning and coordinating. Plans, implements, manages, and coordinates a comprehensive interpretive, education, volunteer, and visitor services program. Responsible for short- and long-range planning. Writes and updates interpretive planning documents. Prepares division standards and goals. Responsible for workplace health and safety of employees. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: This position spends periods standing, walking, talking, and using computer equipment. Work requires walking, bending and stretching during delivery of school and public programs; inspection, audit, training and study of educational environments. Work can be stressful when

faced with short deadlines, conflicting priorities, handling of sensitive personnel issues and 24/7 nature of operations.

Working Conditions: Work is performed both within the office environment and outdoors with moderate risks and discomfort in windy, foggy and/or inclement weather. Duties also involve travel to multiple duty location and sites, as well as travel to professional conferences and meetings within and

outside the immediate area. Work week is generally Monday through Friday but can often involve weekend and holiday work for special events or when urgent matters arise.

NPS has determined that the duties of this position are suitable for telework; the selectee may be allowed to telework with supervisor approval.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
