Summary

The USPS OIG is seeking a highly qualified senior executive level applicant to fill a Deputy Assistant Inspector General for Investigations (DAIGI), Inspector General Executive Service (IGES) Band position within the Office of Investigations located in Arlington, VA. The DAIGI serves as the principal advisor to the Assistant Inspector General for Investigations (AIGI) in matters relative to field investigations and operations, and headquarters operations.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Inspector General Executive Service (IGES) Band level, equivalent to the Senior Executive Service (SES). The salary range for this position is $184,900 - $228, 000.

Relocation expenses may be paid.

The successful candidate must exhibit a high degree of leadership and demonstrate experience planning and conducting complex federal criminal investigations.

• Oversees and directs, through subordinate managers and staff, a variety of investigative activities across the country. Applies sound management principles to these activities with an emphasis on quality, timeliness, and efficiency and with the goals of improving the overall effectiveness of the organization.
• Provides leadership and guidance in setting the workforce's expected performance levels commensurate with Office of Investigation's strategic objectives. Promotes quality through effective use of the organization's performance management system (e.g., establishing performance standards, appraising staff accomplishments using the developed standards, and taking action to reward, counsel, or remove employees, as appropriate).
• Assesses current and future staffing needs based on the Office of Investigation's goals and budget realities. Applies merit principles to develop, select, and manage a diverse workforce.
• Oversees the allocation of financial resources and identifies cost-effective solutions to operational issues. Provides support and oversight to the budgetary process, including offering assistance in preparing and justifying a budget and operating the budget under organizational procedures.
• Represents and speaks for the Office of Investigations and its work (e.g., presenting, explaining, selling, defending, and negotiating) to those within and outside the Office of the Inspector General (e.g., agency heads and other United States Postal Service executives; corporate executives; the media; clientele and professional groups). Makes clear and convincing oral presentations to individuals and groups; clarifies information; and facilitates an open exchange of ideas.
• Establishes and maintains working relationships with internal organizational units (e.g., other program areas and staff support functions).
• Develops and enhances alliances with external groups (e.g., other agencies or firms, state and local governments, Congress, and clientele groups). Engages in cross-functional activities and maintains common ground with a widening range of stakeholders.
• Works in groups and teams, conducts briefings and other meetings, and gains cooperation from others to obtain information and accomplish goals. Considers and responds appropriately to the needs, feelings, and capabilities of different people in a variety of situations, exercising tact and treating others with respect.
• Ensures that reports, memoranda, and other documents reflect the position and work of the organization in a clear, convincing, and organized manner.

• Must be a U.S. citizen
• Must currently be a federal law Enforcement Officer classified as an 1811 series Criminal Investigator.
• Must be able to pass a drug screening and physical examination. Note: a physical is required for 1811 criminal investigator positions.
• Must be able to pass a background investigation.
• Must be able to obtain and maintain a Top Secret security clearance.
• Must be able to obtain and maintain a government-issued credit card.
• Selectee subject to random drug testing.
• Required to successfully complete a 12-month probationary period

EVALUATION FACTORS: Mandatory Technical Requirements

This is a position in the Inspector General Executive Service (IGES). The following mandatory technical requirements (MTRs) are required to be addressed in a separate narrative response not to exceed 4 pages (one page per MTR); however, the successful candidate should be capable in the following areas:

1. Demonstrated experience supervising, managing, planning and conducting complex criminal investigations into areas such as procurement fraud, executive misconduct and public corruption, financial fraud, mail theft, healthcare claimant and provider fraud, and other types of employee misconduct.
2. Demonstrated experience functioning as a senior level manager with responsibility for establishing work plans and overseeing a staff of subordinate managers and investigators.
3. Demonstrated experience with the development and oversight of budget, training, performance management, and strategic planning.
4. Superior oral, written, and presentation communication skills, with an ability to articulate and present ideas both to internal staff and external stakeholders.

MINIMUM ELIGIBILITY REQUIREMENTS

• Bachelor's Degree from an accredited college or university
• Have serviced in a leadership position in the Federal Law Enforcement 1811 series Criminal Investigator
• Must have at least 1 year of experience at the equivalent (GS-15) Director Band
• At least 7 years of professional federal law enforcement experience
• Experience directly supervising, managing, planning and conducting complex criminal investigations
• Received at least a met expectations rating on your most recent performance appraisals (FY 2024 and 2025)

DESIRABLES QUALIFICATIONS

• Experience or knowledge of the Inspector General (IG) community
• Experience or knowledge of the Postal Service and its operation
• Graduate level education
