Summary

This position is located in the Department of Homeland Security (DHS), Federal Protective Service.

The primary purpose of this position is to serve as the overall administrator for operational leadership and direction to the Federal Protective Service.

Non-BU: This is a non-bargaining unit position.

As a Deputy Assistant Director for Operations, GS-1801-15, your typical work assignments may include:

  • Interface with other business line managers in determining overall operation and policy direction for government-wide FPS activities. Reports to senior agency managers on matters involving intra-governmental concerns regarding the FPS law enforcement and security programs.
  • Plan, organize, and direct national policies and programs involving all aspects of FPS.
  • Directs and participates in enforcement and administrative investigations and related activities.
  • Participate in criminal investigations and other law enforcement activities involving the investigation, apprehension, or detention of individuals suspected or convicted of offenses against the criminal laws of the United States.
  • Ensure that subordinate supervisors establish and execute process and program activities designed to isolate, minimize and/or eliminate the threat of violence or terrorist acts directed against government controlled facilities.

  • Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency in their care and use in accordance with FPS policy and standards.
  • Mobility Agreement: This position may require the candidate to be reassigned to a different geographic location. Accordingly, the candidate will be required to sign a mobility agreement, which will remain in effect while assigned to this position
  • The candidate must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Services (FPS) policies and guidelines.
  • Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crime of domestic violence is not eligible for the position.


Qualifications

Specialized Experience:

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:

1) Coordinating investigative activities with Federal, State, and local law enforcement officials; 2) Providing technical advice and guidance to senior management and other senior staff regarding law enforcement programs; 3) Directing the work of subordinate staff (i.e. assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.); and 4) Collaborating with senior management and officials to initiate new or modified changes to agency policies and procedures regarding criminal investigations.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations. Medical Requirement: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. The incumbent must successfully pass a pre-employment medical examination (which includes, but not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.

Administratively Uncontrollable Overtime (AUO) Pay: This position may be authorized for AUO pay. AUO pay is authorized for an employee in a position in which the hours of duty cannot be controlled administratively and which requires substantial amounts of irregular, unscheduled overtime work, with the employee generally being responsible for recognizing, without supervision, circumstances which require the employee to remain on duty.
