Full Job Description
Retirees of the Texas Teachers Retirement System (TRS) may apply. Consistent with district policy SD-7.17 "Employment of Retirees," selected applicants are responsible for reimbursing the district, through payroll deduction, for the current rate of all TRS pension or TRS Care surcharges. As of September 1, 2025, the TRS pension surcharge rate is 16.5% and the TRS Care surcharge is $535/month.

Wage/Hour Status: Exempt

Pay Group: A90 Salary Plan

Primary Purpose: Assist the Division Director/Chief Financial Officer, direct and manage initiatives supporting school district operations including data, compliance and operational reviews. Oversee recreational programs, student attendance records and assures timely statistical reports for management and Board use.

Qualifications:

Education/Certification:

Bachelor's or Master's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Management, Business Administration, Educational Leadership, Information Systems or a related field preferred.

Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.

Experience:

Five years of full-time, wage-earning supervisory experience in management, data or statistical analysis, or policy development is required.

Experience in government or school district leadership is required.

Experience in legislative matters is preferred.

Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs required.

Moderate travel required.

Special Knowledge/Skills:

Strong communication, public relations, and interpersonal skills, with the ability to effectively engage internal and external stakeholders.

Proficiency in the use of personal computers and standard software applications, including spreadsheets, data analysis tools, and word processing programs.

Advanced leadership skills with demonstrated ability to lead, manage, and support team members in a dynamic work environment.

Working knowledge of financial systems, budgeting processes, and basic accounting principles.

Ability to analyze data, prepare reports, and support data-driven decision-making.

Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.

Major Responsibilities and Duties:

1. Administer risk-based monitoring and compliance activities in accordance with policies and professionally accepted standards.

2. Facilitate the resident transfer request program and transfer requests with the Texas Department of Criminal Justice.

3. Assist in making recommendations for approval of staffing plans and program changes as required.

4. Assist with annual projections of student enrollment, staffing needs, and facility and equipment needs.

5. Assist in discussion and approval of policies, directives, and staffing involving WSD education operations to include attendance accounting and Individualized Treatment Program guidelines.

6. Develop and administer the budget for the Division of Operational Support.

7. Assist in coordinating information between regional principals and other departments.

8. Interface with accreditation entities and agencies in matters related to accreditation, and evaluation.

9. Oversee processes for compiling data to create reports for the Legislature and other agencies to include the biennial evaluation, performance measures and other reports on an as needed basis.

10. Establish and maintain effective communication with representatives from the Texas Department of Criminal Justice Agency.

11. Assist with emergency management, communications and reporting to support continuity of operations within the district.

12. Provide and delegate the provision of professional development and support at statewide, regional and campus events.

13. Develop and maintain operational support policies and procedures, job descriptions and training documents as needed.

14. Supervise the development of performance reports to determine if the performance and program objectives were achieved and to determine the efficiency of Windham operations.

15. Oversee the development and reporting for district and student accountability.

16. Demonstrate progress in meeting assigned action plans of the district or campus improvement plans.

17. Maintain confidentiality in handling sensitive information received in the performance of the job duties.

18. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.

19. Follow Windham School District policies and procedures in completing assigned job duties.

20. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.

Supervisory Responsibilities: Manage, evaluate and supervise personnel assigned to the Department of Operational Support and make sound recommendations relative to personnel placement, assignment, retention, discipline and dismissal.

Travel: This position requires extensive travel, including overnight stays. Incumbent must be able to travel as required for meetings, conferences, and other business-related activities in support of departmental objectives.
