Delivery Manager

Project Manager II

UST is searching for a seasoned Delivery Manager with deep Healthcare Payer expertise and strong experience in the TriZetto FACETS platform to lead large-scale delivery portfolios spanning application development, production operations, maintenance, modernization, and support services.

The opportunity:
• Lead large Healthcare Payer delivery portfolios encompassing development, maintenance, production support, and operational services
• Own end-to-end delivery accountability, ensuring successful execution against business objectives, service commitments, and contractual obligations
• Provide leadership across multiple delivery streams including FACETS implementations, enhancements, upgrades, application modernization, and managed services
• Manage outcome-based and SLA-driven engagements with a focus on quality, productivity, customer satisfaction, and continuous improvement
• Drive portfolio planning, resource management, capacity planning, budgeting, forecasting, and financial governance
• Establish delivery governance frameworks, KPIs, operational metrics, and executive reporting mechanisms
• Ensure adherence to delivery standards, compliance requirements, and organizational governance processes
• Lead geographically distributed teams across onshore, offshore, and vendor organizations
• Build trusted relationships with client executives, business leaders, and key stakeholders
• Manage delivery risks, escalations, dependencies, and issue resolution across complex programs
• Lead with strong executive communication and negotiation skills
• Drive automation, operational efficiencies, and continuous service improvements across the portfolio

What you need:
• 15+ years of IT industry experience
• Extensive experience managing large-scale delivery portfolios in Healthcare Payer organizations
• Proven experience leading development, maintenance, production support, and managed services engagements
• Demonstrated success managing multi-million-dollar programs and complex enterprise initiatives
• Experience leading large distributed teams across multiple locations and time zones
• Healthcare Payer Domain Expertise:
• Strong Healthcare Payer domain expertise
• Hands-on experience with the TriZetto FACETS platform and core payer operations
• Solid understanding of Claims Processing, Membership & Enrollment, Billing & Premium Management, Provider Management, and Network Management
• Experience managing Application Development Programs, Production Support Services, AMS and Managed Services Engagements, FACETS Implementation & Upgrade Programs, and Digital Transformation Initiatives
• Required Skills:
• Strong client relationship and stakeholder management skills
• Experience managing outcome-based and SLA-driven service delivery models
• Expertise in delivery governance, operational excellence, financial management, and portfolio management
• Excellent communication, leadership, negotiation, and executive presentation skills
• Experience with Agile, Waterfall, and Hybrid delivery methodologies
• Strong financial and resource management capabilities
• Preferred Qualifications:
• PMP, PgMP, SAFe, or equivalent project/program management certifications
• ITIL certification and managed services experience
• Experience driving healthcare transformation and modernization initiatives
• Familiarity with tools such as Jira, Azure DevOps, ServiceNow, and reporting platforms

Compensation can differ depending on factors including but not limited to the specific office location, role, skill set, education, and level of experience. UST provides a reasonable range of compensation for roles that may be hired in various U.S. markets as set forth below.

Role Location: Washington

Compensation Range: $102,000-$153,000

Benefits

Full-time, regular employees accrue a minimum of 10 days of paid vacation per year, receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year), 10 paid holidays, and are eligible for paid bereavement leave and jury duty. They are eligible to participate in the Company's 401(k) Retirement Plan with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance, as well as the following Company-paid Employee Only benefits: basic life insurance, accidental death and disability insurance, and short- and long-term disability benefits. Regular employees may purchase additional voluntary short-term disability benefits, and participate in a Health Savings Account (HSA) as well as a Flexible Spending Account (FSA) for healthcare, dependent child care, and/or commuting expenses as allowable under IRS guidelines. Benefits offerings vary in Puerto Rico.

Part-time employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company's 401(k) Retirement Plan with employer matching.

Full-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year) and are eligible to participate in the Company's 401(k) program with employer matching. They and their dependents residing in the US are eligible for medical, dental, and vision insurance.

Part-time temporary employees receive 6 days of paid sick leave each year (pro-rated for new hires throughout the year).

All US employees who work in a state or locality with more generous paid sick leave benefits than specified here will receive the benefit of those sick leave laws.
