Job Summary:

The Delivery Manager holds program-level execution accountability for an assigned portfolio and is responsible for the financial performance, operational execution, and strategic success of an assigned portfolio within the Business Unit. This role owns the SDLC, change requests, maintains strong risk awareness, and drives mitigation. Serving as a key liaison, the Delivery Manager sustains strong stakeholder relationships, delivers timely internal reporting, and escalates risks as needed to protect portfolio performance.

The position also carries significant lateral leadership responsibility, leading, developing, and managing relationships among business-unit stakeholders while fostering a culture of ownership, collaboration, operational discipline, and continuous improvement.

Duties and Responsibilities:

  • Consolidate and communicate financial and budget information across all active work within the Business Unit, delivering weekly budget progression updates and the monthly reporting.
  • Identify, communicate, and support mitigation of financial and operational risks, escalating material risks to the Business Unit.
  • Drive implementation of change requests, projects, and urgent items to meet committed timelines, coordinating with development teams to remove blockers and maintain momentum on revenue-impacting work.
  • Maintain strong customer relationships, serving as the first point of contact for customer product owners (CSMs) and ensuring timely resolution of issues, change requests, and inquiries across assigned jurisdictions.
  • Serve as an escalation point for customer issues and change requests, tracking each open item to closure with regular status updates.
  • Maintain complete, accurate, and current portfolio visibility (status, health, risks, milestones, and resource usage) and produce consolidated reporting to support leadership prioritization and decision-making.
  • Coordinate implementations from kickoff through deployment in partnership with the PMO, maintaining proactive communication across matrixed stakeholders.
  • Provide lateral leadership by leading daily coordination and recurring meetings, supporting new-hire onboarding, coaching junior team members through pairing and feedback, and fostering a culture of accountability, engagement, and continuous improvement.
  • Drive data-driven decisions throughout delivery, using performance metrics and risk indicators to determine when work is ready to progress or scale.

Education and Experience:

  • Bachelor's degree in business, information technology, project management, or a related field, or an equivalent combination of education and experience.
  • Three (3) or more years of experience in delivery management, project or program management, or portfolio coordination, preferably within a SaaS or technology environment.
  • Experience supporting state and local government or other public-sector customers strongly preferred.
  • Experience coordinating cross-functional teams, including development, product, customer success, tech ops and sales, in a matrixed environment.


Knowledge, Skills and Abilities:

  • Demonstrated experience managing budgets, financial tracking, and revenue and margin reporting.
  • Working knowledge of project and portfolio management methodologies, change-request processes, and implementation life cycles.
  • Proficiency with project management, collaboration, and reporting software (e.g., issue-tracking and portfolio-management tools including Jira, Confluence and SalesForce).
  • Knowledge of and experience with Agile Scrum methodology within the software development life cycle (SDLC).
  • Strong financial and analytical skills, with the ability to consolidate data and communicate variances clearly and accurately.
  • Excellent written and verbal communication skills, including preparing and delivering executive-level reports and briefings.
  • Proven ability to identify, assess, and mitigate risks, with sound judgment on when and how to escalate.
  • Strong organizational and time-management skills, with the ability to manage multiple competing priorities and meet deadlines.
  • Effective lateral leadership and facilitation skills; able to influence, coordinate, and drive accountability without direct authority.
  • Customer-focused relationship management, with the ability to build trust and handle escalations professionally.
  • Collaborative, detail-oriented, and adaptable, with a commitment to continuous improvement and operational discipline.
