About the Opportunity
DMI, LLC is seeking a Database Specialist, Level III, a certified, highly experienced database professional accountable for the design, security, backup, recovery, and performance of the Oracle database environment underpinning a federal regulatory submission platform. The role partners with government data center and cloud engineering teams on configuration, administration, tuning, and migration activities.
Duties and Responsibilities:
- Administer and maintain the program's Oracle database environment, including user administration, role management, and monitoring of Oracle backups and recoveries.
- Collaborate with government data center and cloud database administrators and system engineers to provide system configuration and administration support.
- Conduct biannual performance tuning to ensure optimal server capacity, speed, and network performance, including data model evaluation for indices and data accommodation, hardware platform and operating system statistics analysis, and network performance assessment.
- Evaluate custom application code across Forms, Java, PL/SQL, application programming interfaces, and workflow components for database performance impact, and produce recommendations and best practices documentation.
- Develop and execute database upgrade and migration plans, data models, data entity and field additions, and data upload and supply scripts.
- Support enhancements and change requests to existing platform modules, and maintain current database documentation.
- Recommend and implement approved database performance improvements, including infrastructure changes such as cloud or container-as-a-service solutions.
- Support data quality, data profiling, governance, and data integration between platform data and other agency data sets.
Qualifications
Education and Years of Experience:
- Bachelor's degree in computer science, information systems, or a related technical field. An additional four years of directly relevant database administration experience may substitute for the degree.
- 8 or more years of database administration experience, including 5 or more years administering Oracle databases in a production enterprise environment.
- Current database administrator certification. The contract mandates no specific certifying organization; Oracle Database certification is the recommended DMI screening standard given the program's Oracle environment.
- Hands-on experience with Oracle Database 19c or later, including backup and recovery, performance tuning, and upgrade or migration execution.
- Demonstrated PL/SQL development and tuning experience, and the ability to evaluate application code for database performance impact.
- Experience operating databases in a cloud or managed relational database service environment.
- Ability to obtain and maintain a Moderate Risk (Tier 2) Public Trust background investigation and a government PIV credential.
Required Skills & Certifications:
- Oracle Certified Professional, Oracle Database Administrator credential at the current or immediately prior release.
- Experience supporting Oracle WebLogic and Oracle Single Sign-On integrated application stacks.
- Experience with Apache Solr indexing or Documentum content repositories.
- Experience supporting databases under federal continuous monitoring and security control requirements.
- Experience with database change management under a formal release and configuration management process.
