The primary purpose of this position is to serves as a data scientist enabling human capital planning through the collection, analysis, and visualization of structured & unstructured manpower and personnel data.This is a developmental position with known promotion potential to 9PAR141802-12. The target level for this developmental position is 9PAR141802, GS-1560(31)-12.

Duties

Help

  • Executes and Performs data collection, integration, and analysis. Exercises advanced data science principles to gather and integrate diverse datasets from various sources to develop and implement data cleaning, transformation, and validation processes to ensure data quality and accuracy.
  • Develops software applications and documentation. Interfaces and collaborates with stakeholders to refine understanding of underlying problem(s) and devise functional software solutions.
  • Prepares and delivers written and oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Data Science Series 1560

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Data Science. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to effectively communicate information clearly, orally and in writing. Ability to gather and analyze basic facts and draw conclusions. Ability to learn the operation of automated data systems.

EDUCATION:
Meet the basic education requirements and successfully completed one full academic year of graduate level education or superior academic achievement. NOTE: You must submit copies of your transcripts.

GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION:
Meet the basic education requirements and completed 2 years of progressively higher-level graduate education leading to a master's degree or a master's equivalent graduate degree. NOTE: You must submit a copy of your transcripts.

GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, concepts, and practices of data science sufficient to perform difficult and complex work assignments. Knowledge of quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization and occupation sufficient to plan, schedule, and conduct analyses and occupational projects. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. Skill in applying the principles, concepts, and practices of the occupation to new methods, approaches, and/or procedures.

EDUCATION:
Meet the basic education requirements and successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your transcripts.

GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a broad range of mathematics, statistical analysis, and/or other data science principles, techniques and tools to include data-driven algorithms, qualitative and quantitative statistical methods, data analytics, data modeling and simulation, data visualization, IT systems, and emerging technologies to include artificial intelligence and machine learning. Skill in applying analytical and evaluation techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Ability to visualize data using systems such as advanced Excel pivot tables/charts, Power BI Dashboards, Tableau dashboards, Envision, and Databricks data connections/data cleaning/scripting.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS07/GS9/GS11:

1. Knowledge of basic principles of the classified titled or related field.

2. Skill in communicating factual and procedural information clearly, orally and in writing.

3. Ability to learn basic techniques of the classified title.

4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

5. Ability to plan and organize work and consult effectively with co-workers.

GS 12:

1. 3. Skill to perform data collection and analytic techniques in support of command requirements. Skill and ability to foresee the impact of changing technology.

4. Ability to visualize data using systems such as advanced Excel pivot tables/charts, Power BI Dashboards, Tableau dashboards, Envision, and Databricks data connections/data cleaning/scripting.

5. Ability to communicate effectively, both orally and in writing, to articulate/defend and negotiate complex and/or sensitive issues with officials of diverse perspectives and often with different or opposing views.

6. Ability to expertly perform staff officer tasks to include but not limited to plan, organize, and lead required staff and team meetings; generate meeting minutes, briefs, talking papers, white papers, background papers; and develop Course of Action (COA) recommendation.
