Job Summary

WINTrio LLC is seeking an experienced Data Operations Specialist (DBA) to support a federal data management program for the Surface Transportation Board. This role operates and maintains an AWS based data environment, ensuring stability, reliability, and security across cloud pipelines, databases, and the agency's public data portal. The ideal candidate has hands on production experience administering AWS managed databases and a strong operational mindset for monitoring, incident response, and SLA driven reporting.

Key Responsibilities
  • Operate and maintain established AWS based workflows, including Lambda, Glue, Step Functions, Redshift, RDS Postgres, SQL, and S3.
  • Perform ongoing database administration: tuning, patching, backup and restore, and general maintenance.
  • Manage the agency's open data portal and CKAN data catalog, ensuring accurate and timely dataset publication and supporting new data visualizations.
  • Monitor platform health, logging, and alerts, and perform initial incident triage and response.
  • Maintain and update SOPs, runbooks, and operational documentation on at least a quarterly basis.
  • Provide end user support and training related to database access, credentials, and data usage tools.
  • Monitor data quality, observability, logging, and alerting across the environment.
  • Deliver monthly SLA performance reports covering pipeline success rates, incident summaries, data availability, and operational metrics.
  • Meet performance standards including a 95%+ pipeline success rate, incident acknowledgment within 4 business hours, and documented RTO/RPO objectives on backups.
Required Qualifications
  • 3 to 7+ years of experience administering Amazon Redshift, RDS (PostgreSQL or SQL Server), or comparable managed data stores.
  • Experience designing relational schemas, star/snowflake models, indexes, and partition strategies.
  • Experience with routine DBA tasks: backup/restore, tuning, patching, and performance optimization.
  • Experience supporting data warehouses in production and resolving performance issues.
  • Experience applying federal data management expectations, including auditability, traceability, and quality controls.
  • Experience working in a federal or regulated environment with stakeholders, CORs, and structured deliverables.
  • Experience delivering work under SLAs with documented quality controls and formal acceptance processes.
  • Must be eligible for a Moderate Risk (MBI) background investigation.
