Job SummaryThe Data Operations Manager is responsible for overseeing the day-to-day technology, staff, and processes that support Carina Health Network's data operations environment. This role focuses on ensuring the reliability, accuracy, and security of inbound and outbound data flows, including clinical, attribution, and demographic data feeds.
The Data Operations Manager will manage the organization's data integration tools, oversee the enterprise master patient index (EMPI) to ensure accurate patient identity matching, drive dataset development, and lead efforts to monitor and resolve data processing errors. Accurate, reliable data operations are foundational to the organization's value-based care strategy, quality reporting requirements, population health programs, and clinical performance improvement efforts.
This role brings strong experience in healthcare data operations, interface management, data quality, and team leadership, with a focus on operational excellence, system reliability, and continuous improvement.
What You'll Do- Lead and mentor a team responsible for data operations, including data integration, monitoring, and issue resolution.
- Oversee the health, performance, and reliability of multiple inbound and outbound data feeds, including clinical, attribution, and demographic data.
- Monitor and troubleshoot data processing issues, ensuring timely identification and resolution of integration errors within the data interface engine.
- Manage and optimize Carina's data technology tools (such as Rhapsody, NextGate, and DevOps) including overseeing configuration and performance tuning, maintaining communication with support teams, and providing ongoing support of data exchange processes.
- Manage relationships with technology vendors and external partners, including service performance, issue escalation, contract coordination, and strategic roadmap planning. Oversee the enterprise master patient index (EMPI), ensuring accurate patient matching across millions of unique records through governance, monitoring, and tuning of matching algorithms.
- Establish and maintain processes for data validation, reconciliation, and quality assurance across systems.
- Ensure secure and compliant data handling practices aligned with HIPAA and other regulatory requirements.
- Facilitate strategic collaboration with internal and external stakeholders to manage data integration requirements and ensure system interoperability.
- Drive improvements in data operations efficiency, automation, and reliability. Maintain clear documentation of data flows, integration processes, and operational procedures.
- Oversee incident management, root cause analysis, and continuous improvement initiatives.
Supervisory Responsibilities: - Supervise and coordinate daily activities of the Data Operations team.
- Provide leadership, mentorship, and performance management to staff.
- Ensure operational coverage and timely resolution of data-related issues.
- Monitor team performance and ensure adherence to service level expectations.
- Promote a culture of accountability, collaboration, and continuous improvement.
What We're Looking For- 5+ years of experience in data integration, data operations, or healthcare data environments.
At least 3 years of experience managing Data Engineers and/or Data Operations staff, including performance management, coaching, and workload prioritization - Hands-on experience with interface engines, preferably Rhapsody, including configuration and troubleshooting.
- Working knowledge of enterprise master patient index (EMPI) solutions and patient matching methodologies.
- Experience with data security models, including role-based access control (RBAC) and row-level security.
- Proficiency in SQL and data analysis for troubleshooting and validating data issues.
- Understanding of healthcare data standards such as HL7, FHIR, and other interoperability frameworks.
- Strong problem-solving and analytical skills with the ability to diagnose and resolve complex data issues.
- Experience managing operational workflows and ensuring service reliability in a production environment.
- Excellent communication skills with the ability to collaborate across technical and non-technical teams.
- Strong organizational and time management skills in a fast-paced environment.
- Experience with Microsoft Office and Microsoft operating systems.
- Fluency in written and spoken English.
