Position Purpose:

The position is responsible for modern data management and cloud-based database administration within an AWS ecosystem. Responsibilities include extensive ad-hoc query development, developing and maintaining ETL/ELT pipelines, managing PostgreSQL and Amazon Redshift environments, supporting data ingestion from multiple sources, and ensuring high levels of data quality, reliability, and accessibility.

The incumbent will create ready-to-use datasets for analysts and stakeholders, implement data cleansing and transformation processes, and maintain department data assets and statistics. Success in this role requires strong project leadership, excellent communication skills, and the ability to operate in a fast-paced environment with competing deadlines. Close coordination with cross-functional stakeholders is essential to meeting NICB's evolving data needs.

Work Arrangement and Description:

This is a remote position which means NICB grants the privilege and flexibility to work from a location within the boundaries of the United States or its Territories.

Responsibilities:

• Oversee day to day activities of database developers and a statistical analyst.
• Assign resources to projects ensuring manageable workflow and balance to meet assigned deadlines.
• Establishes priorities and tasks appropriately, through systematic, methodical, and effective project planning.
• Coordinates and advises direct reports on project guidelines and requirements based on department needs.
• Design and implement complex data solutions to using AWS services (e.g. Redshift, S3, Glue, Lambda) and PostgreSQL.
• Confirms data requirements by conferring with stakeholders; studying operations and objectives; integrating enterprise requirements.
• Maintain and evolve department data and statistics.
• Prioritizes project deadlines with management and directs project expectations/functionality as necessary.
• Apply database concepts, cloud data architecture principles, and functional capabilities across the data environment.
• Maintains design structure by directing implementation of database standards and guidelines.
• Maintains data quality and integrity by establishing standards, methodologies and monitoring performance.
• Supports departmental and organizational objectives by completing assigned projects.
• Oversee ingestion of large datasets into AWS storage and analytical environments.
• Create timely reports as required by ad hoc or managerial request.
• Provide simple, user-friendly, front-end tools, views, and reports that assist in the analysis of insurance and law enforcement data.
• Other duties as assigned.

Position Requirements:

• Must be a U.S. Person, defined as a US Citizen or Green Card Holder (required for working in GovCloud environments).
• Bachelor's degree required; Analytics, Data Science, Computer Science, Business Administration, or Information Technology, or similar field preferred.
• 2 -3 years IT experience with strong understanding of relational database concepts and cloud data architecture.
• Experience with PostgreSQL and/or Amazon Redshift in production environments.
• Strong experience with Amazon Web Services data processing tools preferred (S3, Glue, Lambda, etc.)
• Experience with cloud-based data management and ETL/ELT processes, and data flow design.
• Solid understanding of, and experience with, server-client environments and relational database systems (Postgres, Redshift).

Skills and Abilities:

• Ability to establish data project requirements and supervise ongoing projects, based on department needs.
• Proficiency in complex SQL query development and cloud-based data pipeline troubleshooting.
• Strong interpersonal, written, and oral communication skills.
• Ability to produce clear technical documentation and present ideas in user-friendly language.
• Self-motivated and directed, with keen attention to detail.
• Strong understanding of the organizational goals and how data supports them.
• Ability to prioritize and execute tasks effectively in a high-pressure, rapidly changing environment
• Ability to work in a team-oriented, collaborative environment.

This position has direct reports.

Salary Range and Statement:

The salary range for this position is $92,000 to $127,000. Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors including the specific requirements for this position, the candidate's geographic location, job-related skills, experience, and relevant education or training.
