Full Job Description
About the Team:

The Data Governance Foundation Lead Analyst is a strategic professional at the heart of Citi's enterprise-wide data integrity mission. This role sits at the intersection of risk, policy, and data - shaping the frameworks that govern how one of the world's most complex financial institutions identifies, measures, and manages data as a critical asset. We are looking for a dynamic and intellectually rigorous professional who thrives in ambiguity, brings clarity to complexity, and possesses the rare combination of analytical depth and cross-functional influence. This is not a back-office function - it is a front-line contributor to Citi's regulatory standing, operational resilience, and long-term data strategy.

The successful candidate will operate as a trusted partner across business lines, global functions, and risk and control teams - collaborating to implement data governance policies, driving adoption of enterprise standards, and ensuring that data-related issues are identified, tracked, and resolved with rigor and accountability. They will synthesize industry best practices into actionable recommendations, develop guiding principles that span the enterprise, and help build the measurement frameworks that determine whether governance is working in practice - not just on paper. Their work will directly influence Citi's Data Risk Taxonomy, Key Risk Indicators, and the controls framework that underpins regulatory and audit readiness across the globe.

Responsibilities:
  • Partner with multiple teams to implement relevant Data Governance policies and/or Data Risk and Control framework
  • Provide expertise on Data Governance and/or Data Risk and Controls framework including design, effectiveness, performance monitoring and self-assessment processes
  • Oversight and analysis of data-related issues, tracking of ownership and target dates and associated metrics and reporting
  • Support and coordinate with business lines and global functions on enterprise Data Governance strategy roll out, including new Data risk taxonomy and associated changes to key risk indicators and control framework
  • Gather and synthesize metrics on existing Data Governance and/or Data Risk and Controls principles, policies, practices and standards, e.g., understanding industry best practices
  • Produce recommendations for enterprise-wide guiding principles, policies, processes and practices
  • Determine requirements for and prioritize development of new enterprise-wide principles, policies, processes and practices as needed
  • Develop and manage approach for measuring adoption of principles, policies, processes and practices

Qualifications:
  • 6+ years of relevant experience in Data Governance, Data Management, Risk and Controls, Compliance, or Process Engineering, with demonstrated ability to contribute to enterprise-wide policy frameworks
  • Advanced understanding of Project Management methodologies and tools, with experience coordinating complex, multi-stakeholder initiatives from inception through execution
  • Strong program coordination skills, including the ability to track deliverables, manage issue logs, and maintain governance documentation across multiple workstreams simultaneously
  • Demonstrated experience with policy adoption and compliance monitoring, including developing measurement frameworks to assess adherence to enterprise standards and guidelines
  • Solid understanding of risk and control concepts as applied to data management, including familiarity with regulatory expectations and audit response processes in a financial services environment
  • Ability to gather, synthesize, and translate complex data governance metrics into clear, executive-ready reports and presentations that communicate performance and progress to diverse audiences
  • Basic commercial awareness and understanding of how data governance principles connect to business outcomes, regulatory obligations, and reputational risk
  • Exceptional written and verbal communication skills, with the ability to develop and deliver multi-mode communications that convey a clear understanding of the unique needs of different audiences - from front-line business partners to senior leadership
  • Proven ability to monitor tight deadlines and respond to unexpected requirement changes, balancing the needs of multiple stakeholders with diplomacy and sound judgment
  • Experience facilitating cross-functional working groups, steering committees, or governance forums, with a track record of building consensus and driving alignment across diverse teams
