Copperhead Technologies, an operating firm of Command Holdings, is seeking a Data Engineer to support the operation of the Veterans Affairs (VA) Data Collection Tool (DCT) program. The Data Engineer will provide data engineering, quality assurance, and reporting support for critical program services reporting.
Responsibilities may include, but are not limited to:
- Operate and maintain the ETL pipeline that moves data from VA's Behavioral Health Lab (BHL) COTS product into the VA Enterprise Cloud and ultimately into VA's Power BI environment, monitoring transfer schedules, resolving disruptions, and responding to system alerts.
- Track, archive, and quality-check grantee-submitted data, maintains dashboards for VA program monitoring, and supports compliance and site administration needs.
- Coordinates with VA and vendors on new requirements driven by policy or Congressional changes, updates ETL processes accordingly, and supports the DCT's Authority to Operate (ATO), systems configuration, and ongoing maintenance planning.
- Research and coordinate with VA to recommend processes enabling grant managers to review and monitor compliance using individualized development plans and provides guidance on how the DCT can further support this process going forward.
- Manage data quality assurance protocols governing the archiving, security, and analysis of data used in monthly, quarterly, and annual reports, and analyzes grantee data to compile briefings and reports for regular dissemination to VA on those cadences.
- Document new DCT requirements arising from Congressional feedback and program policy changes, coordinates with VA and other vendors on the design of new online data collection forms resulting from policy changes, and updates ETL processes accordingly to prepare data for ingestion into the analytics platform.
- Recommend requirements, design, and testing approaches that reduce ongoing maintenance burden and cost to VA, helps define roles and responsibilities for data engineering, management support, and quality assurance functions over time.
- Support maintenance of the DCT's enterprise cloud Authority to Operate (ATO), and assists VA with systems configuration efforts in coordination with the VA COTS vendor.
This position is contingent on contract award.
Expected salary range: $103,000-$113,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Travel:
- 0-10% / Minimal travel expected: off-sites, meetings, training, a conference, etc.
Basic Qualifications- Bachelor's degree in computer science, information systems, data engineering, or a related field.
- 5+ years of experience in data engineering, ETL development, or database/application administration, ideally supporting federal government programs.
- Hands-on experience operating and troubleshooting ETL pipelines that move data between systems, including COTS products and cloud environments.
- Experience with Power BI, including data ingestion, dataset preparation, and dashboard support.
- Experience managing data archiving, retention, and filtering processes in a database environment.
- Ability to monitor system logs and alerts, and to diagnose and resolve operational issues.
- Experience compiling data analyses and reports on recurring (monthly, quarterly, annual) schedules.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

Preferred Qualifications - Master's degree in business administration, information systems, data engineering, or a related field.
- Experience supporting VA systems or other federal health/benefits data programs working with PHI data.
- Experience with Behavioral Health Lab (BHL) or similar COTS clinical/grantee data collection tools.
- Experience acting as a site administrator for a federal web application.
