Full Job Description
Seeking a versatile and high-performing Senior Operations Analyst to join the National Coordination Center (NCC). This is a unique, cross-functional role that sits at the intersection of investigative intelligence, program compliance, and data strategy. You will support the U.S. Immigration and Customs Enforcement (ICE) 287(g) Program by locating missing children, managing critical law enforcement agreements, and driving operational efficiency through advanced data analytics.

Key Responsibilities
1. Investigative Analysis: Missing Children (UAC) Integration
  • Locate & Recover: Serve as a lead analyst within the Integration and Location Cell, executing a comprehensive strategy to locate missing Unaccompanied Children (UACs).
  • Targeting Packages: Synthesize data from federal immigration databases, criminal records, and open-source websites (OSINT) to create actionable "targeting packages". These dossiers will identify likely locations and associates to assist law enforcement partners in their search efforts.
  • Outcome Tracking: Monitor and document the results of these search efforts to report on success rates and refine location strategies.
2. Program Operations: 287(g) Agreement Support
  • Agreement Lifecycle: Manage the administrative backbone of the 287(g) Program, tracking the status, schedules, and roadblocks of Memorandums of Agreement (MOA) with state and local law enforcement agencies.
  • Credentialing & Compliance: Oversee the scheduling, badging, and credentialing requirements for Designated Immigration Officers (DIOs), ensuring all partners are properly vetted and trained.
  • Financial Verification: Review and verify invoices from law enforcement partners for accuracy, validating services against contract terms before processing them through ICE financial systems.
3. Data Strategy & Reporting
  • Business Intelligence: Utilize tools like Tableau, Power Pivot, and Microsoft SQL to collect, transform, and visualize complex operational data.
  • Trend Analysis: Analyze data to identify patterns, trends, and linkages that support public safety investigations and national security priorities.
  • Executive Reporting: Generate ad-hoc reports and "actionable insights" for ICE Headquarters, providing data-driven recommendations to improve the 287(g) Program's efficiency and resource allocation.
Required Qualifications
  • Citizenship: Must be a United States Citizen.
  • Experience: 5+ years of experience in data analysis, law enforcement intelligence, or federal program management.
  • Technical Skills: Proficiency in Microsoft SQL, Excel, and Access for data management, and Tableau or Power BI for visualization.
  • Communication: Superior English proficiency with the ability to "express oneself spontaneously, very fluently, and precisely" to draft detailed investigative reports.
  • Investigative Mindset: Experience using open-source intelligence (OSINT) or public records to locate individuals or assets.
Preferred Qualifications
  • Familiarity with ICE systems such as EARM (Enforce Alien Removal Module) or ACRIMe (Alien Criminal Response Information Management System).
  • Experience managing government contracts, MOAs, or interagency agreements.
