Full Job Description
Duties Description The Office of Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.

Under the direction of the Data Analyst 4, the Data Analyst 3 will be responsible for overseeing data and dashboard in the Office of Strategic Planning and Innovation within the Department of Civil Service. The Data Analyst 3 duties in Office of Strategic Planning and Innovation will include but are not limited to the following:
• Manage staff in the development of reports for department executives and the Governor's staff.
• Collaborate with program administrators in the completion of agency wide reports.
• Oversee staff in the development of the Department of Civil Service (DCS) strategic plan and monitoring associated metrics.
• Provide business intelligence solutions for data in DCS Oracle and non-Oracle systems, such as NYSTEP, NYBEAS, StateJobs and ELMS and devise methods to identify data patterns and trends.
• Research analytics tools and recommend solutions.
• Validate that any predictive models provide accurate outcomes.
• Identify proposed system changes that will impact data analysis efforts and propose solutions.
• Direct staff in creating data sets, analyzing data and creating written reports.
• Identify training needs and solutions for Data Analyst 2 and Data Analyst 1 staff.
• Directly supervise a Data Analyst 2.

Minimum Qualifications NON-COMPETITVE QUALIFICATIONS:
Nine years of experience in data visualization, statistical models and data mining tools.

Substitutions: An associate's degree* may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree* in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D.* in these fields may substitute for two years of general experience.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Data Analyst 3.
